This PR supports rowset level data upload on the BE side, so that there can be both cold data and hot data in a tablet,
and there is no necessary to prohibit loading new data to cooled tablets.
Each rowset is bound to a `FileSystem`, so that the storage layer can read and write rowsets without
perceiving the underlying filesystem.
The abstracted `RemoteFileSystem` can try local caching strategies with different granularity,
instead of caching segment files as before.
To avoid conflicts with the code in be/src/io, we temporarily put the file system related code in the be/src/io/fs directory.
In the future, `FileReader`s and `FileWriter`s should be unified.
Currently, there are 2 status code in BE, one is common/Status.h,
and the other is olap/olap_define.h called OLAPStatus.
OLAPStatus is just an enum type, it is very simple and could not save many informations,
I will unify these code to common/Status.
1. solved the previous delayed unit test file size is too large (1.7G+) and the unit test link time is too long problem problems
2. Unify all unit tests into one file to significantly reduce unit test execution time to less than 3 mins
3. temporarily disable stream_load_test.cpp, metrics_action_test.cpp, load_channel_mgr_test.cpp because it will re-implement part of the code and affect other tests

Implement a new way of memory statistics based on TCMalloc New/Delete Hook,
MemTracker and TLS, and it is expected that all memory new/delete/malloc/free
of the BE process can be counted.
For the first, we need to make a parameter to discribe the data is local or remote.
At then, we need to support some basic function to support the operation for remote storage.
1. support in/bloomfilter/minmax
2. support broadcast/shuffle/bucket shuffle/colocate join
3. opt memory use and cpu cache miss while build runtime filter
4. opt memory use in left semi join (works well on tpcds-95)
To avoid showing too many memtracker on BE web pages.
The MemTracker level now has 3 levels: OVERVIEW, TASK and VERBOSE.
OVERVIEW Mainly used for main memory consumption module such as Query/Load/Metadata.
TASK is mainly used to record the memory overhead of a single task such as a single query, load, and compaction task.
VERBOSE is used for other more detailed memtrackers.

**Implementation of Separated Page Cache**
- Add config "index_page_cache_ratio" to set the ratio of capacity of index page cache
- Change the member of StoragePageCache to maintain two type of cache

There are some long loops and sleeps in unit tests, it will cost a
very long time to run all unit tests, especially run in TSAN mode.
This patch speed up unit tests by shortening long loops and sleeps,
on my environment all unit tests finished in 1 minite. It's useful
to do basic functional unit tests.
You can switch to run in this mode by adding a new environment variable
'DORIS_ALLOW_SLOW_TESTS'. For example, you can set:
export DORIS_ALLOW_SLOW_TESTS=1
and also you can disable it by setting:
export DORIS_ALLOW_SLOW_TESTS=0

This CL includes:
* Change the column metadata to a tree structure.
* Refactor the segment_v2.ColumnReader and sgment_v2.ColumnWriter to support complex type.
* Implements the reading and writing of array type.
We create some objects which are only used for unit tests, it's not necessary,
and it may cause create duplicate instances for some classes.
This patch remove unnecessary instance of class BlockManager and StoragePageCache.
We make all MemTrackers shared, in order to show MemTracker real-time consumptions on the web.
As follows:
1. nearly all MemTracker raw ptr -> shared_ptr
2. Use CreateTracker() to create new MemTracker(in order to add itself to its parent)
3. RowBatch & MemPool still use raw ptrs of MemTracker, it's easy to ensure RowBatch & MemPool destructor exec
before MemTracker's destructor. So we don't change these code.
4. MemTracker can use RuntimeProfile's counter to calc consumption. So RuntimeProfile's counter need to be shared
too. We add a shared counter pool to store the shared counter, don't change other counters of RuntimeProfile.
Note that, this PR doesn't change the MemTracker tree structure. So there still have some orphan trackers, e.g. RowBlockV2's MemTracker. If you find some shared MemTrackers are little memory consumption & too time-consuming, you could make them be the orphan, then it's fine to use the raw ptr.
Now, column with REPLACE/REPLACE_IF_NOT_NULL can be filtered by ZoneMap/BloomFilter
when the rowset is base(version starts with zero). Always we think is an optimization.
But when some case, it will occurs bug.

If I perform a query
select * from test where k1 = 1 and v1 = 3;
The result will be 1 3 1, this is not right because of the first record is filtered.
The right answer is 1 3 3, the v2 should be summed.
Remove this optimization is necessity to make the result is right.

IMPORTANT NOTICE: this CL makes incompatible changes to V2 storage format, developers need to create new tables for test.
This CL refactors the metadata and page format for segment_v2 in order to
* make it easy to extend existing page type
* make it easy to add new page type while not sacrificing code reuse
* make it possible to use SIMD to speed up page decoding
Here we summary the main code changes
* Page and index metadata is redesigned, please see `segment_v2.proto`
* The new class `PageIO` is the single place for reading and writing all pages. This removes lots of duplicated code. `PageCompressor` and `PageDecompressor` are now useless and removed.
* The type of value ordinal is changed from `rowid_t` to 64-bits `ordinal_t`, this affects ordinal index as well.
* Column's ordinal index is now implemented by IndexPage, the same with IndexedColumn.
* Zone map index is now implemented by IndexedColumn

This PR implements thread-safe `Rowset::load()` for both AlphaRowset and BetaRowset. The main changes are
1. Introduce `DorisCallOnce<ReturnType>` to be the replacement for `DorisInitOnce` . It works for both Status and OLAPStatus.
2. `segment_v2::ColumnReader::init()` is now implemented by DorisCallOnce.
3. `segment_v2::Segment` is now created by a factory open() method. This guarantees all Segment instances are in opened state.
4. `segment_v2::Segment::_load_index()` is now implemented by DorisCallOnce.
5. Implement thread-safe load() for AlphaRowset and BetaRowset
After replacing Arena with MemPool, we can achieve one copy for string
value read from segment v2. We can exchange MemPool's chunk between
RowBlockV2 and RowBlock. This change only replace Arena, this work will
be done in other change list.
