Encapsulate some http interfaces for better management and maintenance of doris clusters.
The http interface includes getting cluster connection information, node information, node configuration information, batch modifying node configuration, and getting query profile.

1. Add /api/compaction/run_status to show the running compaction tasks.
2. Support do base and cumulative compaction for one tablet at same time.
3. Modify some log level.

Based on PR #4475, this patch add a new feature for single tablet migration between different disks by http.

For the task of rebalancing tablet among different disks on the same BE,
It might be an effective strategy to ensure all tablets under the same partition
evenly distribute on the different disks. Thus, it is necessary to obtain the
distribution of tablets under the same partition between different disks on a BE.
This patch add a new http interface for BE to acquire the distribution of tablets
under a partition between different disks on the same BE.
Support persistence of configuration items modified at runtime via HTTP API.

GET /api/_set_config?key=value&persist=true
BE
POST /api/update_config?key=value&persist=true
```
The modified config will be saved in `fe_custom.conf` or `be_custom.conf`.
And when process starts, it will load `fe.conf/be.conf` first, then `fe_custom.conf/be_custom.conf`.
This is the last PR of proposal #4308
1. Add a new FE config `enable_http_server_v2` to enable new HTTP Server implementation. The default value is false.
2. Add a new FE config `http_api_extra_base_path` so that we can set base path for Frontend UI.
3. Refactor the new HTTP API response body. The return http status code is always 200, and using internal code in response body to indicate the certain error.
A new feature has been added to acquire tablet id and schema hash of all the tablets on a particular BE node
via Web page，so that more detailed information of each tablet can be obtained according to these
tablet id and schema hash. In accordance with different web request, there are two ways
(table and json)to show these acquired tablet id and schema hash on Web page.
Related issue #4017, main changes as follows:
1. Add expired_snapshot_rs_version_map，_expired_snapshot_rs_metas，
2. Add VersionedRowsetTracker record compacted path version
3. Record path version when rowsets compact
4. In gc process, add expired snapshot rowsets to unused set to remove.
