合入PG补丁Create the infrastructure for planner support functions.
PG提交号：1fb57af9
1. 简化升级和防止系统表无意义膨胀，没有修改 pg_proc 的列名，
因列定义发生变化，更改GRAND版本。
2. 没有合入语法支持部分以及文档，也就是不支持CREATE FUNCTION ... SUPPORT
语法，只支持内置函数的support函数。
3. 时区相关transform函数已在openGauss移除，本次不涉及。
4. 函数定义（pg_get_functiondef）暂不输出SUPPORT。
