725e146dca FIX: Calculate experiment_enabled on server for "What's new?" (#30599)
Experimental "What's new?" feature feed items previously calculated
a boolean for experimentEnabled on the client based on the siteSettings
service, and this would control the initial state of the experiment
toggle.

However this requires the person who creates the site setting for the
experiment to remember to set it to `client: true`. This commit removes
that manual step by calculating whether the experiment is enabled
server-side, where we have access to all the site settings.

2ef9d6ac47 FEATURE: Allow admins to force refresh "What's new?" (#29911)
Sometimes changes to "What's new?" feed items are made or the feed items are
removed altogether, and the polling interval to check for new features is 1 day.

This is quite long, so this commit introduces a "Check for updates"
button for admins to click on the "What's new?" page which will bust
the cache for the feed and check again at the new features endpoint.
This is limited to 5 times per minute to avoid rapid sending of
requests.

cd077ef93b FIX: visual regression for new features (#29359)

When the experiment toggle button was introduced, new features did not look right when the toggle button was not available.

In addition, the plugin name can be an empty string. In that case, information about new features should be displayed.

433fadbd52 FEATURE: allow admins to enable announced experimental features (#29244)
Toggle the button to enable the experimental site setting from "What's new" announcement.

The toggle button is displayed when:
- site setting exists and is boolean;
- potentially required plugin is enabled.

cd43985de0 UX: rename the word "Upgrade" to "Update" in the UI. (#26396)
In this PR, all references in the UI to the word "`upgrade`" are changed to "`update`". This is to differentiate the update process in self-hosted sites from the plan "upgrade" process in hosted sites.

b3238bfc34 FEATURE: call hub API to update Discourse discover enrollment. (#25634)
Now forums can enroll their sites to be showcased in the Discourse [Discover](https://discourse.org/discover) directory. Once they enable the site setting `include_in_discourse_discover` to enroll their forum the `CallDiscourseHub` job will ping the `api.discourse.org/api/discover/enroll` endpoint. Then the Discourse Hub will fetch the basic details from the forum and add it to the review queue. If the site is approved then the forum details will be displayed in the `/discover` page.

d8b39810d2 DEV: Stop leaking state in dashboard controller specs (#19608)
A few specs in `dashboard_controller_spec.rb` set some state in redis but don't clean it up afterwards which causes other specs to fail when they're ran after `dashboard_controller_spec.rb`.

1c03d6f9b9 FEATURE: Send notifications to admins when new features are released (#19460)
This commit adds a new notification that gets sent to admins when the site gets new features after an upgrade/deploy. Clicking on the notification takes the admin to the admin dashboard at `/admin` where they can see the new features under the "New Features" section.

886cf72b0e FIX: Fall back to hardcoded version when period check disabled (#12784)
When `SiteSetting.version_checks?` is disabled, the Discourse version is
not stored in Redis, so we need to fall back to the hardcoded value.

30990006a9 DEV: enable frozen string literal on all files
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.

Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

4b5724ec02 Extend config/version.rb with more informations (#5061)
This gives installations not using git checkouts
to provide all the informations needed for the
internal version checks and version display in
the dashboard.

The build:stamp rake task was extended to also
add the new informations.

6fd34cede6 FIX: latest-version tag is shown by git-describe
Adds the -match "v[0-9]*" parameter to git describe, this means that only version tags will be used.
