342ab6f082 FIX: delayed chat summary email (#31255)
Updates the chat summary email to account for:

- unread mentions in category channels (same as before)
- unread direct messages (now excluding threads)
- unread watched thread replies (for both channels and DM channels)

We have also reduced the window from 1 week down to 1 day for all 3
criteria. The DM unreads query is now properly selecting the first
unread message within the window (rather than the first message
regardless of read status).

d0881e6fef FEATURE: Type reactions in chat (#31439)
This change allows you to add a reaction to the most recent message, by sending a reaction message.

A reaction message can be formatted as `+{emoji}` (eg, `+❤️`), or as `+{emoji_code}` (eg, `+❤️`).

e26a1175d7 FEATURE: Initial version of experimental admin search (#31299)
This feature allows admins to find what they are
looking for in the admin interface via a search modal.
This replaces the admin sidebar filter
as the focus of the Ctrl+/ command, but the sidebar
filter can also still be used. Perhaps at some point
we may remove it or change the shortcut.

The search modal presents the following data for filtering:

* A list of all admin pages, the same as the sidebar,
   except also showing "third level" pages like
   "Email > Skipped"
* All site settings
* Themes
* Components
* Reports

Admins can also filter which types of items are shown in the modal,
for example hiding Settings if they know they are looking for a Page.

In this PR, I also have the following fixes:

* Site setting filters now clear when moving between
   filtered site setting pages, previously it was super
   sticky from Ember
* Many translations were moved around, instead of being
   in various namespaces for the sidebar links and the admin
   page titles and descriptions, now everything is under
   `admin.config` namespace, this makes it way easier to reuse
   this text for pages, search, and sidebar, and if you change it
   in one place then it is changed everywhere.

bb12f8275d DEV: Only include custom admin UIs in the plugins index tabs (#31192)
In the current admin index page, all plugins show up as tabs. This includes plugins with auto-generated config routes.

This changes the tabs to include only plugins with custom UIs.

503f9b6f02 DEV: Use default admin routes for plugins with settings (#30941)
This change adds a sidebar link for each plugin that fulfils the following criteria:

- Does not have an explicit admin route defined in the plugin.
- Has at least one site setting (not including enabled/disabled.)

That sidebar link leads to the automatically generated plugin show settings page.

7245292fe1 FIX: chat was enqueueing too many "chat summary" emails (#31133)
due to an issue with LEFT JOIN, we were enqueue a "chat summary" email
for every new messages in a channel, instead of for every new mentions 😬

This bloated the sidekiq queue with a lot of unecessary jobs as seen in

- https://meta.discourse.org/t/-/346542

Thankfully, it wasn't sending those emails as the query for listing the
unread mentions and dms was correct when generating the chat summary
email.

ab4ca0be6e FIX: quote from thread in drawer mode (#31137)
Due to a recent regression the selection management was failing in
drawer mode for threads. We were not correctly setting the active
thread.

This commit fixes the issue and adds a spec.

8ca2c14874 FIX: switch panel back to forum last known url (#31092)
Previously the return to forum link would automatically take you to the
forum homepage, however this was not intended functionality. We should
attempt to take the user to their last viewed forum page.

This change fixes a bug in how we determined what the destination link
should be.

2f3355695e FIX: improves reliability of last visit line in chat (#30948)
This commit does several changes:

- it moves the ownership of the last message info to the channel instead
of storing it on the message, it avoids the need to iterate over every
messages
- makes an optimistic update of the last read message id
- adds a spec to confirm this behavior

2cff8c82e3 UX: adds chat send shortcut user preference (#30473)
Users can now decide if they want to send a message on:
- <kbd>enter</kbd>
- <kbd>meta + enter</kbd>

If you choose <kbd>meta + enter</kbd>, <kbd>enter</kbd> will add a
linebreak.

df205c9290 UX: Remove loading="lazy" from avatars for improved UX (#30897)
Lazy loading images naturally causes a slight delay, because the browser
only starts to load them after laying out the DOM and checking whether
they're in the viewport. Plus, in Safari, re-rendering the DOM of a
lazy-loaded image always causes a brief flicker, even if the image is
already cached in the browser.

Lazy-loading is most beneficial on large one-off images which are often
rendered outside the viewport. That's frequently the case for images
which users share in topics. Avatars, on the other hand, are very small
images, they're very often above-the-fold, and the same avatar often
occurs many times on the same page.

Therefore, this commit removes `loading="lazy"` from avatars, which
should improve avatar load times in all browsers, and stop the flicker
in Safari.

dcb1e2a341 FEATURE: Chat thread inline oneboxes (#30834)
Previously if you linked to a chat thread inline, our oneboxer
did not have special handling for this, so the link would end
up with the text "Chat #channel-name" which is not ideal for a
thread.

This commit makes it so the thread onebox is in the format
"Thread title - #channel-name" if the thread title exists,
otherwise we show "Thread in #channel-name"

5bc522e836 FIX: Double trigger of close user menu (#30732)
When clicking the "new features" notification item for
admins that navigates to /whats-new, the user notification
menu was not closing. This was happening because inside
the UserMenu::Menu component, the `routeDidChange` event
was firing and calling `closeUserMenu()`, however this is already
called inside the `Header` component via `toggleHamburger()`.

This is _only_ happening for the "new features" notification
item, other items have already been destroyed and they do not get
the `routeDidChange` event. No idea why, but this fixes the issue
in a global way.

1f483f48a0 FIX: remove complicated 'chat_duplicate_message_sensitivity' site setting (#30516)
And change the "formula" to check for duplicate messages to

- no duplicate check in 1:1 DMs
- only duplicate check in group DMs / channels, for posts made by the
same user, in the past 10 seconds

6740a340ca DEV: unifies emoji picker (#28277)
The chat emoji picker is renamed emoji-picker, and the old emoji-picker is removed.

This commit doesn't attempt to fully rework a new emoji-picker but instead tries to migrate everything to one picker (the chat one) and add small changes.

Other notable changes:
- all the favorite emojis code has been mixed into one service which is able to store one state per context, favorites emojis will be stored for all topics, and for each chat channel. Meaning that if you always use a specific emoji in a channel, it will only show as favorite emoji in this channel.
- a lot of static code has been removed which should improve initial load perf of discourse. Initially this code was around to improve the performance of the emoji picker rendering.
- the emojis are now stored, once the full list has been loaded, if you close and reopen the picker it won't have to load them again.

List of components:

- `<EmojiPicker />` will render a button which will open a dropdown
- `<EmojiPickerContent />` represents the content of the dropdown alone, it's useful when you want to render a picker from an action which is not the default picker button
- `<EmojiPickerDetached />` just a simple wrapper over `<EmojiPickerContent />` to make it easier to use it with `this.menu.show(...)`

9b4dfbbbfe DEV: skip flaky chat composer emoji spec (#30623)
This test is flaky, sometimes it fails with the hamburger menu blocking the click on the emoji, other times it just doesn't return the list of emojis when the search term is there.

Other similar emoji tests are skipped. Stopping the bleed, but we still need to figure out a more reliable testing strategy here.

Will revisit after #28277 is merged.

67d568f709 FIX: stuck notification for mentions within threads (#30546)
For mentions within threads, the mentioned user can experience a stuck notification. This is due to thread memberships only being created for users who interact with a thread. Without the membership we cannot track if the message containing the mention was read by the user.

The solution to this explored in this PR is:

- auto add memberships for mentioned users (only direct mentions for performance reasons).
- update channel/thread unread queries to check notification read status AND thread membership last read message id when counting mentions.

Previously the mention count would remain until the user notification (containing the mention) was read. However this only happens if the user clicks the notification or clicks dismiss all notifications. When a user navigated to the thread without clicking the notification, the green/urgent badge on chat would remain even after a hard page refresh.

eb58623b11 UX: replace partially written emoji when using picker on chat (#30517)
After searching for an emoji through the autocomplete, when a user uses the emoji picker (to see the full list of emojis) and selects one, the content in the chat composer would contain both the partially written emoji and the full :selected_emoji: code.

The actual fix is just re-using the emojiSelected method from TextManipulation.

a879bcdc35 DEV: Introduce <DPageHeader /> and <DPageSubheader /> components (#30146)
This converts the `<AdminPageHeader />` component and the
`<AdminPageSubheader />` components into new components
that can be used outside of admin, and updates the CSS classes.
Also introduces a `<DPageActionButton />` component and child
components for the header action buttons.

I have to keep the old admin-only components around for
now until plugins are updated, then we can remove it,
and remove the re-exports that are done within
admin-page-action-button.gjs

This commit introduces <NotificationsTracking /> which is a wrapper component around <DMenu /> which replaces the select-kit component <TopicNotificationsButton />.

Each tracking case has its dedicated component:

- topic -> `<TopicNotificationsTracking />`
- group -> `<GroupNotificationsTracking />`
- tag -> `<TagNotificationsTracking />`
- category -> `<CategoryNotificationsTracking />`
- chat thread -> `<ThreadNotificationsTracking />`

062e4fb4f3 FIX: add server-side limit for DM channels (#30300)
When fetching DM channels, we would fetch all the user's DM channels,
and limit the number of DM channels we display on the client-side using
the `DIRECT_MESSAGE_CHANNELS_LIMIT`.

This is obviously not scalable as users are having more and more
discussions with other users.

This commit ensures we always limit the number of DM channels we send to the
client.

It adds the `MAX_DM_CHANNEL_RESULTS` in `ChannelFetcher` and use it to
limit the records returned by the server. This value should always be
lower than `DIRECT_MESSAGE_CHANNELS_LIMIT` on the client-side, so that
when the user has more "unread DMs" they still show up on the client as
they read them.

While adding a spec, I also updated the spec that ensures we have a
limit on public channels to use `stub_const` to temporarily lower the number
of fixtures we create during the test.

a589b48f9a DEV: Display better output when inspecting service steps
This patch aims to improve the steps inspector output:
- The service class name is displayed at the top.
- Next to each step is displayed the time it took to run said step.
- Steps that didn’t run are hidden.
- `#inspect` automatically outputs the error when it is present.

f0ea57e30e FIX: chat channel sort order consistency in sidebar (#30180)
This change creates a shallow copy of the public message channels so we don't change the original array while sorting.

Without this change the publicMessageChannels getter cache gets invalidated and cached again with the sorted channels array instead, which causes a bug where the sidebar channel list sorting order is updated by activity when user interacts with the chat drawer.

976aca68f6 FEATURE: Restrict profile visibility of low-trust users (#29981)
We've seen in some communities abuse of user profile where bios and other fields are used in malicious ways, such as malware distribution. A common pattern between all the abuse cases we've seen is that the malicious actors tend to have 0 posts and have a low trust level.

To eliminate this abuse vector, or at least make it much less effective, we're making the following changes to user profiles:

1. Anonymous, TL0 and TL1 users cannot see any user profiles for users with 0 posts except for staff users
2. Anonymous and TL0 users can only see profiles of TL1 users and above

Users can always see their own profile, and they can still hide their profiles via the "Hide my public profile" preference. Staff can always see any user's profile.

b3c94839ed FIX: improve chat channel sorting for DMs (#30124)
This change sorts unread channels in descending order based on last message date, so channels with the latest activity will always appear at the top. It also adds some improvements for sorting channels with unread threads, now when multiple channels have unread threads, they will be sorted by last thread reply date to ensure more active channels rise to the top.

For DM channels, the order is now:

- Urgent (green badge) - unread messages, mentions and unread watched threads (most recent activity at top)
- Unread (blue badge) - unread tracked threads (most recent thread reply at top)
- Everything else (most recent message at top)

7cf28fec7b PERF: optimize chat user membership cleanup when removing a single user (#29833)
This optimizes a hot path when users are being removed from one or more groups since we use the `on(:user_removed_from_group)` event to call the `Chat::AutoLeaveChannels` with a `user_id` parameter. In such case, we don't need to clear the membership of all users, just that one user.

DEBUG: Also added a "-- event = <event>" comment on top of the SQL queries used by the "AutoLeaveChannels" so they show up in the logs and hopefully facilitate any performance issues that might arise in the future.

582de0ffe3 DEV: adds blocks support to chat messages (#29782)
Blocks allow BOTS to augment the capacities of a chat message. At the moment only one block is available: `actions`, accepting only one type of element: `button`.

## Interactions

- We send an interaction request to the server
- Server checks if the user can make this interaction
