Switch [details] to <details> to show the dropdown in ADMIN-QUICK-START-GUIDE.md ( #29702 )
...
Previously, this guide was using [details][/details] for dropdowns, but
the dropdowns did not show. I have switched it to <details></details> so
that the dropdown is showing in `ADMIN-QUICK-START-GUIDE.md`.
No tests required since this is not a code fix.

DEV: Move admin config pages out of /customize/ sub-route ( #30511 )

The customize routes add CSS classes that make these admin
config pages look different from the ones under /admin/config.
We want all config routes to be under /admin/config as well.
This commit moves the emoji, user fields, and permalinks pages
out of customize and into config, updating all references and
adding more rails routes as needed.
Also renames admin emojis route to emoji, emoji is singular and plural.

This is a fairly extensive update to add checklists and to reorganize the presented information so it is more accessible. Some info is relegated to links to docs on meta. For convenience and regular reference, this topic is now linked to from a GETTING STARTED button next to the site title as long as the site is in bootstrap mode.
