This reverts commit ab74a50d857c6a0ac7e5c11f9d8ddd12ee5e1805.
We really want to upgrade redis, but discovered some edge cases
around failover we need to test.
Holding off on the upgrade till a bit more testing happens

DEV: enable frozen string literal on all files
...
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.
Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging
