This commit removes the feature flag for the new /about page, enabling it for all sites, and removes the code for old the /about page.

This commit adds a new `about_page_hidden_groups` setting to exclude members of specific groups from the admin and moderator lists on the /about page.

Currently, categories support designating only 1 group as a moderation group on the category. This commit removes the one group limitation and makes it possible to designate multiple groups as mods on a category.

Prior to this fix we were calling `fetch_stats` which is never checking if we have a cache entry. This call is making a lot of SQL calls, so it's better to use the cache.
This commit continues on work laid out by 6039b513fe to redesign the /about page. In this commit, we add the site age and a section on the right hand side to show site activities/statistics such as topics, posts, sign-ups, likes etc.
This commit introduces the foundation for a new design for the /about page that we're currently working on. The current version will remain available and still be the default until we finish the new version and are ready to roll out. To opt into the new version right now, add one or more group to the `experimental_redesigned_about_page_groups` site setting and members in those groups will get the new version.

It used to embed the objects which could lead to duplicated objects
when the same user or category was used multiple times (user was admin,
moderator and category or category was parent for multiple categories).
We will be collecting the logo URL and the site's default locale values along with existing basic details to display the site on the Discourse Discover listing page. It will be included only if the site is opted-in by enabling the "`include_in_discourse_discover`" site setting.
Also, we no longer going to use `about.json` and `site/statistics.json` endpoints retrieve these data. We will be using only the `site/basic-info.json` endpoint.
This adds the ability to collect stats without exposing them
among other stats via API.
The most important thing I wanted to achieve is to provide
an API where stats are not exposed by default, and a developer
has to explicitly specify that they should be
exposed (`expose_via_api: true`). Implementing an opposite
solution would be simpler, but that's less safe in terms of
potential security issues.
When working on this, I had to refactor the current solution.
I would go even further with the refactoring, but the next steps
seem to be going too far in changing the solution we have,
and that would also take more time. Two things that can be
improved in the future:
1. Data structures for holding stats can be further improved
2. Core stats are hard-coded in the About template (it's hard
to fix it without correcting data structures first, see point 1):

1. Introducing the `Stat` model
2. Aligning the way the core and the plugin stats' are registered
Follow up to 098ab29d4150a5a39880d59ef6cad5f6795a18fd. Since
we just used a `cattr_reader` on `About` this was not safe
for multisite, since some sites could have the chat plugin
enabled and some may not. Using `DiscoursePluginRegistry` gets
around this issue, and makes it so the chat stats only show
for a site if `chat_enabled` is true.
This commit introduces a new plugin API to register
a group of stats that will be included in about.json
and also conditionally in the site about UI at /about.
The usage is like this:

In reality the stats will be generated any way the implementer
chooses within the plugin. The `last_day`, `7_days`, `30_days,` and `count`
keys must be present but apart from that additional stats may be added.
Only those core 4 stat keys will be shown in the UI, but everything will be shown
in about.json.
The stat group name is used to prefix the stats in about.json like so:

The `show_in_ui` option (default false) is used to determine whether the
group of stats is shown on the site About page in the Site Statistics
table. Some stats may be needed purely for reporting purposes and thus
do not need to be shown in the UI to admins/users. An extension to the Site
serializer, `displayed_about_plugin_stat_groups`, has been added so this
can be inspected on the client-side.
* DEV: small refactor of the category_moderators method
Used `index_by(&:id)` instead of `map { |u| [u.id, u] }.to_h` thanks to @cvx's recommendation.
Also renamed the `moderators` variable to not clash with method of the same name.
In the about page, we list a certain number of category moderators.
This rewrites the SQL query used to retrieve the most recent category moderators in order
to perform better with a large number of users/categories/category moderators.

This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.
Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging
