This PR is a partial revert of the linked PR — it changes the "Themes
and components" link in the admin sidebar back to the legacy
`/admin/customize/themes` page and adds the themes list/sidebar back to
the left hand side of the page. The new `/admin/config/customize/` route
is still available, but it's not linked from anywhere. When accessing
the new page and then navigating to a theme, the old components (e.g.
the themes list) of the page are hidden. This allows us to iterate on
the new page and improve until we're more ready to make it available
more widely.
There are a number of minor changes in this commit :
1. Combine the "Themes" and "Components" links in the admin sidebar into
a single tab labelled "Themes and components"
2. The combined tab links to the `/admin/config/customize/themes` page
(titled as "Themes and components")
3. Add a new "Components" tab to the "Themes and components" page.
There's already an existing "Themes" tab
4. Add a "back to" link at the top of individual theme/component page to
navigate back to the respective tab in the "Themes and components" page
5. Remove the themes/components list/sidebar that currently serves for
navigating between themes/components
6. Remove the header in the theme/component page
Changes 4–6 apply only if the admin sidebar is enabled; they have no
effect otherwise.

* Show third level plugin config pages in search, e.g. AI Usage
* Remember last used search filters
* Allow navigating search results with keyboard, using tab or up/down
and enter to go to result
* Add a placeholder beneath search input to tell the admin what to do
* Add a full page search at `/admin/search` which can be reached from
pressing Enter on the search input
* Add specs for modal and full page search
* Change admin sidebar filter "no results found" to point to full page
search
* Add keyboard shortcut help to modal for admin search
This feature allows admins to find what they are
looking for in the admin interface via a search modal.
This replaces the admin sidebar filter
as the focus of the Ctrl+/ command, but the sidebar
filter can also still be used. Perhaps at some point
we may remove it or change the shortcut.
The search modal presents the following data for filtering:
* A list of all admin pages, the same as the sidebar,
except also showing "third level" pages like
"Email > Skipped"
* All site settings
* Themes
* Components
* Reports
Admins can also filter which types of items are shown in the modal,
for example hiding Settings if they know they are looking for a Page.
In this PR, I also have the following fixes:
* Site setting filters now clear when moving between
filtered site setting pages, previously it was super
sticky from Ember
* Many translations were moved around, instead of being
in various namespaces for the sidebar links and the admin
page titles and descriptions, now everything is under
`admin.config` namespace, this makes it way easier to reuse
this text for pages, search, and sidebar, and if you change it
in one place then it is changed everywhere.

In a previous PR, I introduced this system spec that checks that a sidebar link is auto-generated for certain plugins.
This causes problems, because the core test suite can be run with plugins either enabled or disabled, causing flaky tests.
This change adds a sidebar link for each plugin that fulfils the following criteria:
- Does not have an explicit admin route defined in the plugin.
- Has at least one site setting (not including enabled/disabled.)
That sidebar link leads to the automatically generated plugin show settings page.

what these pages contain:

Even when the admin sidebar sections are collapsed, they should expand while filtering. When the filter is removed, sections should go back to the previous state.
In addition, trim whitespace from the filter section.

In this PR we introduced an admin sidebar for moderators - https://github.com/discourse/discourse/pull/26795
`What's new` and `all reports` links were missing as moderators have access to those pages.
We were getting this error causing it to flake when
creating users:

When the user sees no results in their admin sidebar query,
we are adding two additional links:
* "Search site settings" - Navigates to the site settings page
with the filter prefilled in the search
* "Admin user list" - Navigates to the user list with the filter
prefilled in the username search
This will bridge the gap until we have a full admin-wide search.
Also make admin site setting search param refresh on filter changes

With the new admin sidebar restructure, we have a link to "Installed plugins". We would like to ensure that when the admin is searching for a plugin name like "akismet" or "automation" this link will be visible. Also when entering the plugins page, related plugins should be highlighted.
Before, the `back to forum` link was part of experimental admin navigation. It means that the link could be filtered out.
Because it is essential navigation, it should not be part of sidebar links and should be moved above the filter.
We have separated and combined modes for sidebar panels.
Separated means the panels show only their own sections,
combined means sections from all panels are shown.
The admin sidebar only shows its own panels, so it must set
the mode to separated; however when we navigate to chat or
home we must revert to the initial mode setttings.
