Add resume feature
...
Added an interface and machinery for resuming failed uploads.
Implemented this interface in the local backend.
Later on it can be implemented by any supporting backend.
Fixes #87

bbolt fails with "unsafe pointer conversion" under the go1.14 race
detector.
Disable race tests until https://github.com/etcd-io/bbolt/issues/187
is fixed.
