Addition of START_ENCRYPTION_EVENT

Addition of START_ENCRYPTION_EVENT when encrypt_binlog=1 in Binlog
Server option.
Event is not sent to any slave.
MaxBinlogCheck understands the new event added in MariaDB 10.1.7: the
number of events = 164 as reported by FormatDescriptionEvent
