Add 2.1.2 release notes

Created release notes for 2.1.2 and added the new features into it. Also
updated the MySQLAuth limitations in the limitations document.

# MariaDB MaxScale 2.1.2 Release Notes
Release 2.1.2 is a Beta release.
This document describes the changes in release 2.1.2, when compared to
release [2.1.1](MaxScale-2.1.1-Release-Notes.md).

The MySQLAuth module now supports all types of wildcards for both IP addresses
as well as hostnames.

well as being able to listen on IPv6 addresses.

with the version of MaxScale. For instance, the tag of version X.Y.Z of MaxScale
