New service parameter localhost_match_any

New service parameter ‘localhost_match_any’ allows localhost matching
the wildcard host.
Default value is 0, don’t match.
It may be changed if backend servers don’t have the anonymous user

Changed the way blockbuffers are used after they fill up.
...
The blockbuffers that get full are now moved to the end of the list of blocks. This prevents messages being written to the disk in the wrong order.
