Remove unnecessary sleeps from tests
...
Removed unnecessary sleeps and replaced sleeps with wait_for_monitor in
some older tests. Also removed the odd arrangement of arrays in
server_weight.

Formatted all sources and manually tuned some files to make the code look
neater.

Uncrustify maxscale
...
See script directory for method. The script to run in the top level
MaxScale directory is called maxscale-uncrustify.sh, which uses
another script, list-src, from the same directory (so you need to set
your PATH). The uncrustify version was 0.66.

Fix test build failures with GCC 8
...
GCC 8 enables -Werror=return-type by default which combined with -Werror
causes the build to fail.
