54ba2f0623 Revert "Use wildcards instead of manually-maintained file lists in */nls.mk."
This reverts commit 617d69141220f277170927e03a19d2f1b77aed77.
While I still think the basic idea is attractive, we need to sort
out what happens with built .c files, and there also seem to be
VPATH issues.

617d691412 Use wildcards instead of manually-maintained file lists in */nls.mk.
The backend already used a mechanically-generated list of *.c files,
but everywhere else we had a manually-written-out list of files in
which to seek translatable messages.  Commit b0a55e432 contains the
latest in a long line of failures to update those lists.  Rather than
manually fix its oversight, let's change to using "$(wildcard *.c)"
in all these nls.mk files.

Many of these files also have manual references to some *.c files
in other directories, most often src/common/.  Perhaps we should try
to improve that situation too; but it's a bit less clear how, so for
now just fix the local file references.

88dad06b47 NLS: Put list of available languages into LINGUAS files
This moves the list of available languages from nls.mk into a separate
file called po/LINGUAS.  Advantages:

- It keeps the parts notionally managed by programmers (nls.mk)
  separate from the parts notionally managed by translators (LINGUAS).

- It's the standard practice recommended by the Gettext manual
  nowadays.

- The Meson build system also supports this layout (and of course
  doesn't know anything about our custom nls.mk), so this would enable
  sharing the list of languages between the two build systems.

(The MSVC build system currently finds all po files by globbing, so it
is not affected by this change.)

147c248254 Split plpython.c into smaller pieces
This moves the code around from one huge file into hopefully logical
and more manageable modules.  For the most part, the code itself was
not touched, except: PLy_function_handler and PLy_trigger_handler were
renamed to PLy_exec_function and PLy_exec_trigger, because they were
not actually handlers in the PL handler sense, and it makes the naming
more similar to the way PL/pgSQL is organized.  The initialization of
the procedure caches was separated into a new function
init_procedure_caches to keep the hash tables private to
plpy_procedures.c.

cb5a7bc2dc Add the possibility to pass --flag arguments to xgettext calls
The --flag argument can be used to tell xgettext the arguments of
which functions should be flagged with c-format in the PO files,
instead of guessing based on the presence of format specifiers, which
fails if no format specifiers are present but the translation
accidentally introduces one.

Appropriate flag settings have been added for each message catalog.

7a5a843a2a Refactor common gettext triggers
Put gettext trigger words that are common to the backend and backend
modules into a makefile variable to include everywhere, to avoid
error-prone repetitions.

1b11e239ca Replace := by = in nls.mk files
It currently doesn't make a difference, but it's inconsistent with
most other usage, and it might interfere with a future patch, so I'll
change it all in a separate commit.

Also, replace tabs with spaces for alignment.

76d4abf2d9 Improve the recently-added support for properly pluralized error messages
by extending the ereport() API to cater for pluralization directly.  This
is better than the original method of calling ngettext outside the elog.c
code because (1) it avoids double translation, which wastes cycles and in
the worst case could give a wrong result; and (2) it avoids having to use
a different coding method in PL code than in the core backend.  The
client-side uses of ngettext are not touched since neither of these concerns
is very pressing in the client environment.  Per my proposal of yesterday.

2532c54d82 Improve translatability of error messages for external modules by tweaking
the ereport macro.  Included in this commit are enough files for starting
plpgsql, plpython, plperl and pltcl translations.
