Alvaro Herrera 6fcc40b1d4 Add POD documentation to TestLib.pm ...

This module was pretty much undocumented.  Fix that.

Inspired by a preliminary patch sent by Ramanarayana, heavily updated by
Andrew Dunstan, and reviewed by Michael Paquier.
