Previously, CREATE MATERIALIZED VIEW ... WITH DATA populated the MV the same way as CREATE TABLE ... AS. Instead, reuse the REFRESH logic, which locks down security-restricted operations and restricts the search_path. This reduces the chance that a subsequent refresh will fail.
