Per buildfarm animal Hornet and followup manual testing by Noah Misch, it appears xlc miscompiles code using "restrict" in at least some cases. Allow disabling restrict usage with FORCE_DISABLE_RESTRICT=yes in template files, and do so for aix/xlc.
