dac4ca5f68 new loplugin: externalandnotdefined 
Find "missing headers," where a function is declared directly in the
.cxx (as extern) and not defined, and should arguably instead be declared
in an include file.

e7bc3cab01 remove boilerplate in UNO Exception constructor calls 
Now that we have default values for Exception constructor params,
