vcl consitent use of long for corrdinate

most of length in vcl are calculated in 'long'
but array of X position tend to be in sal_Int32.
As a prep work to be able to support 'double'
as the base type of Device Coordinate, harmonize
the use of 'long' for non-float coordinate.

Attempt to clean up most but certainly not all the spelling

could probably blame the international nature of the code but

there's more to this than that, but at least its consistent this way and not
differing per person. Its a bit unfortunate that pstoedit can't render the text
in this example either though.

remove some dodgy defines from the ICGM filter

One of these looks it was somebodys temporary debugging code.
The others constants are are always defined,
so the #ifdef blocks are pointless.
