Convert indexOf->startsWith and lastIndexOf->endsWith
...
This is both an optimisation and a cleanup.
This converts code like
aStr.indexOf("XX") == 0
to
aStr.startsWith("XX")
and converts code like
aStr.lastIndexOf("XXX") == aStr.getLength() - 3
to
aStr.endsWith("XXX")
Note that in general
aStr.lastIndexOf("X") == aStr.getLength() - 1
converts to
aStr.isEmpty() || aStr.endsWith("X")
so I used the surrounding context to determine if aStr could be empty
when modifying the code.

Moved portions from module i18npool, all of former i18nisolang1 library
that now is i18nlangtag. Included are languagetag, isolang and mslangid.
This i18nlangtag code is now even used by module comphelper, so
disentangling i18npool and making this an own module was needed to not
create circular module dependencies.

Partly reverts d7a5ec62e91ce3dc5b784815254218f16181f676
An empty locale was treated as LANGUAGE_NONE, effectively being
interpreted as absence or undetermined or multiple or all depending on
context. Restore this behavior as it was an undocumented feature of the
API.
