679e4152ad Drop the unnecessary extra directory level

ef90021abe convert OUString !compareToAscii to equalsAscii 
Convert code like
   if( ! aStr.compareToAscii("XXX") )
to
   if( aStr.equalsAscii("XXX") )
which is both clearer and faster.

e2451bd729 Convert indexOf->startsWith and lastIndexOf->endsWith 
This is both an optimisation and a cleanup.

This converts code like
   aStr.indexOf("XX") == 0
to
  aStr.startsWith("XX")
and converts code like
  aStr.lastIndexOf("XXX") == aStr.getLength() - 3
to
  aStr.endsWith("XXX")

Note that in general
  aStr.lastIndexOf("X") == aStr.getLength() - 1
converts to
  aStr.isEmpty() || aStr.endsWith("X")
so I used the surrounding context to determine if aStr could be empty
when modifying the code.

358d1a9948 use static LanguageTag::convertTo...() for standalone conversions 
If no LanguageTag instance is at hand use the static methods to convert
between BCP 47 string, Locale and MS-LangID instead of creating
temporary instances.

9e958cd987 Use a simpler fix for bad old libexttextcat constants. 
Don't patch the upstream sources. Don't do version dependend checks.
Just define the missing constants ourselves if they are missing.

1946794ae0 mass removal of rtl:: prefixes for O(U)String* 
Modules sal, salhelper, cppu, cppuhelper, codemaker (selectively) and odk
have kept them, in order not to break external API (the automatic using declaration
is LO-internal).

876c619b94 new module i18nlangtag 
Moved portions from module i18npool, all of former i18nisolang1 library
that now is i18nlangtag. Included are languagetag, isolang and mslangid.

This i18nlangtag code is now even used by module comphelper, so
disentangling i18npool and making this an own module was needed to not
create circular module dependencies.
