Rene Engelhard 60fe0ae6d4 add EUR for Bulgaria/Lew

Bulgaria will join Eurozone 2026-01-01 at which time around the default
needs to be switched

This is the < 26.2 version including the euro wizard (cf.
b1a2f727ca99ecd3402d4b051b99cbfd24266e59)

Java Wizards

Java wizards for db setup, importing, tutorials, etc.

There are also partially converted Python copies of each wizard, which we are hoping to migrate to in order to remove the Java dependency here.
