This removes the definition of "constant-decl", and the branch mentioning "constant-decl" from the definition of "declaration" at <http://wiki.openoffice.org/w/index.php?title=Documentation/DevGuide/AppendixD/UNOIDL_Syntax_Specification&oldid=137490>.
