Noel Grandin 6bb742b9cb convert STR_EVENT constants to scoped enum

- also add needed infrastructure to o3tl::enumarray so we can use
std::find on it
- move the Impl inside the .cxx file, no need to expose it in the header

Contains the StarBASIC Interpreter

This implements a macro language that, when in VBA compatibility mode,
is intended to be interoperable with Visual Basic for Applications,
allowing people to run macros embedded in their documents.
