Michael Stahl cf4df3e51b sw: for Undo, add FLY_AT_PAGE in GetFlysAnchoredAt() ...

SwUndoInserts::IsCreateUndoForNewFly() now returns true for these, so
they get Undo objects on Paste, which is of course wrong.
