Convert EProtocol to scoped enum and drop E_UNKNOWN_PROTOCOL.
Convert ToggleButtonToolbarController::Style to scoped enum and drop
STYLE_TOGGLEBUTTON.
Convert TargetHelper::ESpecialTarget to scoped enum and drop
E_NOT_SPECIAL.
