We'll eventually need to do something about the 32 bit TimeValue::Seconds, but as it is unsigned we should be fine for another 80 years (until "06:28:15 UTC on Sunday, 7 February 2106", according to <https://en.wikipedia.org/wiki/Year_2038_problem#Solutions>).
