PacketBuffer is now ref counted.
Since all FrameObjects have a reference to its PacketBuffer and since the PacketBuffer can be thrown away at any moment the PacketBuffer has to be ref counted in order to avoid FrameObjects dereferencing a potentially destroyed object.
