Set pacer target bitrate to max of bwe and bitrate allocation.
ChannelGroup::OnNetWorkChanged() should not configure the pacer to send a lower bitrate than what bitrate_allocator has actually allocated (may be the case if min_bitrate is enforced, for instance).
