Revert 5775 "Modify bitrate controller to update bitrate based o..."

This triggered an occasional TSAN failure in
CallTest.ReceivesPliAndRecoversWithNack e.g.:

I managed to reproduce this locally and verified that reverting this CL
corrected it.
