Move frame_type member from RtpDepacketizer::ParsedPayload to RTPVideoHeader
The latter is also a member of the former. This cleanup is also a preparation for dropping WebRtcRTPHeader::frameType (or deleting WebRtcRTPHeader right away), now that it's a video-specific member.
