Some NaCl system headers live in a special directory and the
toolchain doesn't propagate the -I compiler flag [2].
A common workaround in Chromium is to use 'public_deps' in order
to propagate //native_client_sdk/src/libraries/nacl_io:nacl_io_include_dirs
one step further in the build graph.

The pointer-to-submodule interfaces are being removed.
This CL:
1) introduces AudioProcessing::Config::GainController1 with most config,
2) adds functions to APM for setting and getting analog gain,
3) creates a temporary GainControlConfigProxy to support the transition
to the new config.
4) Moves the lock references in GainControlForExperimentalAgc and
GainControlImpl into the GainControlConfigProxy, as it becomes the
sole AGC object with functionality exposed to the client.

To remove global task factory, rtc::TaskQueue need to loose it's convenient constructor
TaskQueueForTest can be used instead in tests and keep the convenient constructor.

Add a feature (gated by field trial) that stores
packets with unknown ssrc in a circular buffer
and replays them once a receive stream with matching
ssrc is created.
This improves situation where media is incoming

MediaChannel accepted the RtpPacket buffers through non-const pointer.
This is both unclear and introduces questions regarding if the buffer is
actually copied or not.
This change modifies the method to accept by value to reduce ambiguity.
Usage of the non-const data() method which could potentially copy the
buffer contents is also reduced in favor of cdata() which never copies.

Most of the implementation in rtp_sender.cc is a copy paste for both
Audio & Video RTP senders. This change moves all the common behavior
into the base RtpSenderInternal class.
Template method pattern is used to accomodate for the very slight differences
between audio and video senders.

Added a layer in RtpSender that bridges the gap between the layers
that the user sees and the layer that the media engine sees.
Media engine still maintains the invariant that the number of layers
cannot be changed, while RtpSender adds and removes layers between
the user GetParameters and SetParameters calls and the media engine.

This quality boost means that we sometimes drop a _lot_ of frames in the
base layer. It also interacts poorly with the bitrate adjuster since
even if frames are dropped they are often over-sized.
The setting still leaves the current behavior as default, but can be
changed using the WebRTC-VideoRateControl field trial.
