The DtlsSrtpTransport takes the reponsiblity of setting up DTLS-SRTP from
the BaseChannel.
The BaseChannel doesn't handle the signals from the P2P layer transport anymore.
The RtpTransport handles the signals from the PacketTransportInternal and the
DtlsSrtpTransport handles the DTLS-specific signals and determines when to extract
the keys and setting the parameters.
In channel_unittests.cc, call from DTLS to SDES is expected to fail since the
fallback from DTLS to SDES is not supported.

This will help keep ortc dependencies clean in the future, since
gn --check forces us to depend on components from which we include
headers.
cryptoparams.h moves into api/, but ortc appears to think it
should be there anyway. We could consider moving it into the ortc/ api,
but it doesn't appear to be specific to ortc.

Conditional visibility is complex to maintain and it is not well
supported by other build systems.
This CL removes it and falls back on the more relaxed visibility value
("*" in this case).
It is not a problem because the targets that are using conditional
visibility are all marked as "testonly" and this is probably enough to
keep the build graph clean.

Originally, the idea was to implement QUIC data channels as a
PeerConnection API. Now, the effort has shifted to implementing it as a
part of ORTC which will live in Chromium. Since this code has not been
maintained and is not currently being used, remove it to reduce
maintenance overhead while a copy will be retained in the Git history.

sent by TurnPort. A user can inject a TurnCustomizer on the RTCConfig
and the TurnCustomizer will be invoked by TurnPort before sending
message. This allows user to e.g add custom attributes as described
in rtf5389.

The TransportController was in p2p/base before and it cannot depend on
pc/ or media/ level targets because of the circular dependency. To make the
TransportController be responsible for creating and managing
the RtpTransport related objects which are pc/ level targets, the
TransportController is moved from p2p/base to pc/.
The TransportController makes more sense in pc/ anyway, since its main
responsibility is processing the "transport" parts of SDP which is
PeerConnection-specific.
This is also easier than moving RtpTransport related objects to p2p/base
because those objects also depend on other media/ and pc/ level targets
such as srtpfilter, cryptoparams etc.

If the network interface appears active, but binding the sockets fails,
then it won't produce any candidates even though it's never marked as
"network failed". So this was causing nothing to happen once a network
change event occurs and the interface becomes usable again.
So, this CL adds the condition that we only disable gathering of local
ports if we don't have them already.

The SrtpTransport takes the SRTP responsibilities from the BaseChannel
and SrtpFilter. SrtpTransport is now responsible for setting the crypto
keys, protecting and unprotecting the packets. SrtpTransport doesn't
know if the keys are from SDES or DTLS handshake.
BaseChannel is now only responsible setting the offer/answer for SDES
or extracting the key from DtlsTransport and configuring the
SrtpTransport.
SrtpFilter is used by BaseChannel as a helper for SDES negotiation.

I'm not sure why we ever had this in the first place, and it confuses
people on a nearly weekly basis, so let's get rid of it. The protocols
are enabled right after the corresponding gathering is done, so the only
real effect it has is to produce confusing log messages (first
"candidate not signaled because protocol not enabled", then "protocol
enabled, signaling candidate" right afterwards).

Many of the tests follow a pattern of "wait for N candidates to be
gathered, then (without waiting) assert that gathering is complete". But
this only works if the "gathering complete" signal happens in the same
task as the last candidate being gathered, which isn't an API guarantee.
So the tests will be less fragile if they do the reverse: "wait for
gathering to be complete, then (without waiting) assert that N candidates
were gathered".
Also fixing some somewhat unrelated issues elsewhere. Like a test that
was supposed to be waiting for some period of time and ensuring no
additional candidates were gathered, but wasn't actually waiting at all.

Now that we have moved WebRTC from src/webrtc to src/, common_types.h
and typedefs.h are triggering a cpplint error.
The cpplint complaint is:
Include the directory when naming .h files [build/include] [4]
This CL disables the error but we have to remove these two headers
from the root directory.
