This replaces the former WriteFatalLogAndAbort function with the two new
WriteFatalLog functions that're already submitted as overrides in
Chromium.
The default implementations of these are not defined under
WEBRTC_CHROMIUM_BUILD.

This is part of a large-scale effort to increase adoption of
absl::string_view across the WebRTC code base.
This CL converts the majority of "const std::string&"s in function
parameters under rtc_base/ to absl::string_view.

And use it in a few places that were using RTC_CHECK(false) or FATAL()
to do the exact same job. There should be no change in behavior.

Since the checks build target is included pretty much everywhere it's hard to reuse any of our other string handling tools. Instead I largely copied AppendFormat from StringBuilder.

This simplifies the logic, prevents emitting code for every pair of
argument types to RTC_CHECK_OP and partially unblocks removing streams from
the check code altogether.

As a bonus, this shrinks the android release version of libjingle_peerconnection_so.so by ~25k in local tests.
We could try to unify the backend with the logging one, but that turns out to be surprisingly tricky due to dependency loops and chromium overrides.

Variable `LAST_SYSTEM_ERROR` was introduced in https://webrtc-review.googlesource.com/c/src/+/32780.
It seems to be the same codeblock in `physicalsocketserver.cc`, only difference is it did not
include the header <errno.h>.
Also, probably a good idea to make the include conditional.

In order to avoid conflicts with downstream projects WebRTC is going
to prefix its LOG macros with RTC_.
This CL renames all the LOG macros to macros with the RTC_ prefix and
it also defines backward compatibility LOG macros in order to let
downstream projects to switch to RTC_ prefixed macros without breaking
them.
A follow-up CL will remove the usage of LOG macros in WebRTC.
