This cl/ implements configuring of encode resolution
in the video_stream_encoder (webrtc_video_engine) in
a way that is independent of frame resolution (i.e
not using scale_resolution_down_by).
The cl/ reuses the VideoAdapter as is, and hence
the output resolution will be the same as it is today.

4) Let VideoSource do adaption if possible

This cl move VideoEncoderConfig from api/ to video/config.
VideoStreamEncoderInterface and VideoStreamEncoderObserver
are moved as collateral.
brandt@ think that the reason these were in api/ in the
first place had to downstream project.
Functionality wise, this is a NOP, but it makes it easier
to modify the encoder (config).

Add implementation of RTC_DCHECK_NOTREACHED equal to the RTC_NOTREACHED.
The new macros will replace the old one when old one's usage will be
removed. The idea of the renaming to provide a clear signal that this
is debug build only macros and will be stripped in the production build.

The test has a ModuleRtpRtcpImpl2 which is destroyed long
after test transports are removed, leading to a UAF.
Fix by overriding OnStreamsStopped which is called before
transports are removed.
TESTED=Asan now passes 1000/1000, failed 4/1000 before.

This change migrates RTCP send polling happening in
ModuleRtpRtcpImpl2::Process to task queues.
ModuleRtpRtcpImpl2 would previously only cause RTCP sends while being
registered with a ProcessThread. This is now relaxed so that RTCP will
be sent regardless of ProcessThread registration status, and it seems
no tests cared.
Now there's only one piece of polling left in Process.

Intention is to allow construction of RtpRtcpImpl2 on any thread.
If a task queue is provided (required for periodic rtt updates), the
destruction of the object must be done on that same task queue.

It turned out that the negotiated rtp header extensions are not fully known in WebRtcVideoChannel::AddSendStream.

The previous tests ran in real-time making them flaky, so they were
disabled on a number of platforms.
This CL ports the tests 1:1 (sort of) to use the scenario test
framework which runs with simulated time and much less risk of
flakiness.

The 'Module' part of the implementation must not be
called via the RtpRtcp interface, but is rather a part of
the contract with ProcessThread. That in turn is an
implementation detail for how timers are currently implemented
in the default implementation.
Along the way I'm deprecating away the factory function which
was inside the interface and tied it to one specific implementation.
Instead, I'm moving that to the implementation itself and down the
line, we don't have to go through it if we just want to create an
instance of the class.
The key change is in rtp_rtcp.h and the new rtp_rtcp_interface.h
header file (things moved from rtp_rtcp.h), the rest falls from that.
