e4be6dad65 Removing access to send side cc in rtp controller.
This CL removes direct access to SendSideCongestionController (SSCC) via
the RtpTransportControllerSend interface and replaces all usages with
calls on RtpTransportControllerSend which will in turn calls SSCC. This
prepares for later refactor of RtpTransportControllerSend.

00733015fa Revert "Enables PeerConnectionFactory using external fec controller"
This reverts commit 4f07bdb25567d8ef528311e0b50a62c61d543fc3.

Reason for revert: Speculatively reverting, because downstream test is now hitting "PeerConnectionFactory.initialize was not called before creating a PeerConnectionFactory" error, even though it did call initialize. I don't see how any change in this CL could cause that, but it's the only CL on the blamelist, and it does modify PeerConnectionFactory.java

73f29cbcc1 Move creation of OveruseFrameDetector to VideoSendStream.
Intended to make it easier to wire up cpu-adaptation experiments.
To setup the circular references between OveruseFrameDetector and
VideoStreamEncoder, let the AdaptationObserverInterface pointer be
an argument to StartCheckForOveruse.

cc7125f240 Sets sending status for active RtpRtcp modules.
When a simulcast stream is enabled or disabled, we want this state
change to be reflected properly in the RtpRtcp modules. Each video send
stream can contain multiple rtp_rtcp_modules pertaining to different
simulcast streams. These modules are currently all turned on/off when
the send stream is started and stopped. This change allows for
individual modules to be turned on/off. This means if a module stops
sending it will send a bye message, so the receiving side will not
expect more frames to be sent when the stream is inactive and the
encoder is no longer encoding/sending images.

a45c8da852 Removed GetPacingFactor from PacedSender.
GetPacingFactor exposed internal details that should not be relied upon.
In a later CL theese won't be available any more, this CL is in
preparation for that change.

The only usage was in video send stream tests. To keep the tests
working, they now access the internal video send stream directly. The
test code retrieves an optional that indicates whether the send stream
has overridden the pacing factor. This means the implementation
dependency between video send stream and video send stream tests is
increased. This is an improvement compared to depending on the paced
sender implementation.

18c4261339 Enables/disables simulcast streams by allocating a bitrate of 0 to the spatial layer.
Creates VideoStreams & VideoCodec.simulcastStreams with an active field, and then allocates 0 bitrate to simulcast streams that are inactive. This turns off the encoder for specific simulcast streams.

cabe3838bb Moved ALR experiment settings to new experiments folder.
This replaces most of the existing dependencies on the application
limited region(ALR) detector. This is to achieve a greater separation of
concerns and will make further refactoring regarding the ALR Detector
less invasive on other parts of the code base.

6b642f730c Delete EncodedFrameObserver::OnEncodeTiming.

8d9c5406c7 Deprecated BitrateController::CreateRtcpBandwidthObserver.
The RtcpBandwidthObserverImpl did not provide any features that a raw pointer does not have. deprecating it to simplify further refactoring down the line. Preferring raw pointer usage as it provides equivalent functionality in less code.

b3944f021d Media track ID visibility at BWE level
Track IDs are assigned by application during track creation. 
Track IDs are used by custom bitrate allocation strategies to identify tracks. 
Track ID can be empty, in that case bitrate allocation strategies will not be able to handle
these tracks specifically and will handle them as a default.

7120742701 Adding NOLINT for typedefs.h and common_types.h
Now that we have moved WebRTC from src/webrtc to src/, common_types.h
and typedefs.h are triggering a cpplint error.

The cpplint complaint is:
Include the directory when naming .h files  [build/include] [4]

This CL disables the error but we have to remove these two headers
from the root directory.

bb547203bf Moving src/webrtc into src/.
In order to eliminate the WebRTC Subtree mirror in Chromium, 
WebRTC is moving the content of the src/webrtc directory up
to the src/ directory.
