temporal_layer_thresholds_bps served only one purpose: its size was used
to infer number of temporal layers. I replaced it with num_temporal_layers,
which does what is says.

The practical reason for this change is the need to have possibility to
distinguish between cases when VP9 SVC temporal layering was/not set
through field trial. That was not possible with
temporal_layer_thresholds_bps[] because empty vector means 1 temporal
layer.

3c24ea8340 Removed SetTransportOverhead in transport controller.
SetTransportOverhead was used by send streams to signal the packet
overhead that they received from Call. However, call receives the value
from OnNetworkRouteChanged in WebRtcVideoChannel and
WebRtcVoiceMediaChannel which is already propagated to
RtpTransportControllerSend. By skipping the round trip, the interface on
the rtp transport controller can be reduced.

06b83aa7b3 Replaced VideoSendStream::ConstructionTask with lambda
The construction task did not provide much value while making it harder
to follow what happens in the code. Replacing it with a lambda closure.
This reduces the amount of arguments to keep track of and moves the
initialization code to the context of the VideoSendStream constructor.

A slight difference in behavior is that ownership of fec_controller
is kept in the VideoSendStream constructor scope until it is moved
in the initialization task. Since the construction waits for completion
of the task, this should not change any actual behavior.

fef0500aa7 Adding a new string utility class: SimpleStringBuilder.
This is a fairly minimalistic string building class that
can be used instead of stringstream, which is discouraged
but tempting to use due to its convenient interface and
familiarity for anyone using our logging macros.

As a starter, I'm changing the string building code in
ReceiveStatisticsProxy and SendStatisticsProxy from using
stringstream and using SimpleStringBuilder instead.

In the case of SimpleStringBuilder, there's a single allocation,
it's done on the stack (fast), and minimal code is required for
each concatenation. The developer is responsible for ensuring
that the buffer size is adequate but the class won't overflow
the buffer.  In dcheck-enabled builds, a check will go off if
we run out of buffer space.

As part of using SimpleStringBuilder for a small part of
rtc::LogMessage, a few more changes were made:
- SimpleStringBuilder is used for formatting errors instead of ostringstream.
- A new 'noop' state has been introduced for log messages that will be dropped.
- Use a static (singleton) noop ostream object for noop logging messages
  instead of building up an actual ostringstream object that will be dropped.
- Add a LogMessageForTest class for better state inspection/testing.
- Fix benign bug in LogTest.Perf, change the test to not use File IO and
  always enable it.
- Ensure that minimal work is done for noop messages.
- Remove dependency on rtc::Thread.
- Add tests for the extra_ field, correctly parsed paths and noop handling.

225c787c6e Move default thresholds from QualityScaler to encoders.
Overriding implementations of VideoEncoder::GetScalingSettings that
want to enable quality scaling must now provide the thresholds.

e7c891f953 Renamed FrameObject to EncodedFrame.
The plan is to:
 1. Move FrameObject to api/video.
 2. Rename FrameObject to EncodedFrame.
 3. Move EncodedFrame out of the video_coding namespace.

This is the 2nd CL.

8f83b42946 Moved bitrate config interface from Call class.
Moving usage of bitrate configuration related interface from Call
interface to the corresponding methods in the RtpSendTransportController
interface.
SetBitrateConfig was replaced with SetSdpBitrateParameters
SetBitrateConfigMask was replaced with SetClientBitratePreferences
OnNetworkRouteChanged was replaced with OnNetworkRouteChanged

This makes it more clear that RtpSendTransportController owns bitrate
configuration and fits a longer term ambition to reduce the scope of
the Call class.

416332b597 Removed wait from congestion window test.
Modified the StopsAndResumesMediaWhenCongestionWindowFull test so it
detects when it's test condition is fulfilled rather than waiting for a
set amount of time. This makes it less sensitive to timing changes in
the underlying code and makes it return earlier if possible.

The number of padding packets to wait for were also reduced to save some
runtime.

fc8d26bd8a Reland "Moved BitrateConfig out of Call::Config."
This is a reland of 5897fe27abcbe70f706cc23adc26147e0581f97e.

Adding back CallConfig::kDefaultStartBitrateBps as deprecated.
Also making BitrateContraints::kDefaultStartBitrateBps private to stop
it from being used in other places.

0dd1b0a4b2 Revert "Revert "Enables PeerConnectionFactory using external fec controller""
This reverts commit 00733015fafbbc61ddc12dfdc88b21a9fcd9d122.

Reason for revert: The reason for a downstream test failure on the original commit and a workaround has been found. Solution is to keep a PeerConnectionFactory constructor implementation as the same as before.

694a36fbce Only log once per UpdateHistogram call.
Since there's some overhead to each log statement we'll build the entire
log message before logging it.

45d725d501 Support sending flexfec and simulcast together.
Flexfec still able to protect only one out several simulcast streams,
but flexfec+simulcast configuration no longer discarded.

9d138fc7ce Drop dependency of common_video on api:libjingle_peerconnection_api.
Deleting the apparently unused include of api/rtp_headers from
common/video/include/video_frame.h broke the PayloadRouter and
VideoSendStream code under video/. Missing declaration of the
RtpPayloadState struct declared in api/rtp_headers.h. Moving the
declaration of that struct to payload_router.h (outside of the api),
since it's used only internally in video/, and that seemed to be a
more logical place for it.

e4be6dad65 Removing access to send side cc in rtp controller.
This CL removes direct access to SendSideCongestionController (SSCC) via
the RtpTransportControllerSend interface and replaces all usages with
calls on RtpTransportControllerSend which will in turn calls SSCC. This
prepares for later refactor of RtpTransportControllerSend.

Reason for revert: Speculatively reverting, because downstream test is now hitting "PeerConnectionFactory.initialize was not called before creating a PeerConnectionFactory" error, even though it did call initialize. I don't see how any change in this CL could cause that, but it's the only CL on the blamelist, and it does modify PeerConnectionFactory.java

73f29cbcc1 Move creation of OveruseFrameDetector to VideoSendStream.
Intended to make it easier to wire up cpu-adaptation experiments.
To setup the circular references between OveruseFrameDetector and

b0acec3679 Testing that media is resumed when congestion ends.
Expanded congestion window test to test that media is resumed after
being stopped due to congestion window getting filled. Previously only
the behavior that padding packets was sent in congested state was tested,
but not that media actually was resumed when feedback from the padding
packets was received.

8234ead6d9 Allows the application to set active simulcast streams.
Currently all simulcast streams are set as active by default. This
update takes the values of the rtp encoding parameters and wires those
values down to the VideoSendStream and VideoStreamEncoder, so that the
appropriate simulcast streams can be turned off and on. This includes
adding more application specific controls in the EncoderStreamFactory.

cc7125f240 Sets sending status for active RtpRtcp modules.
When a simulcast stream is enabled or disabled, we want this state
change to be reflected properly in the RtpRtcp modules. Each video send
stream can contain multiple rtp_rtcp_modules pertaining to different
simulcast streams. These modules are currently all turned on/off when
the send stream is started and stopped. This change allows for
individual modules to be turned on/off. This means if a module stops
sending it will send a bye message, so the receiving side will not
expect more frames to be sent when the stream is inactive and the
encoder is no longer encoding/sending images.

Reason for revert: Major regressions on perf bots.

c5017136c7 Split end to end tests into more cohesive test sets.
end_to_end_tests.cc was over 5000 lines and covered many different
areas in it's testing. In this change it is separated into multiple
smaller test sets separated by the functionality they are testing. The
reasoning behind this is that the fact that a test is working end to end
should be secondary to what functionality the test is actually testing.

A slight functional change is that for some of the tests the
parametrization over round robin pacing being controlled with a field
trial is removed since they are simple enough that they should not be
affected by the pacing method.

edab3011fa Remove webrtc::test::InitFieldTrialsFromString(const std::string&).
This is done to solve a problem where a string literal is implicitly cast
to a temporary std::string when calling webrtc::test::InitFieldTrialsFromString
which passes a pointer to the internal representation to
webrtc::field_trial::InitFieldTrialFromString(char*). This pointer is
stored for later use, but the temporary std::string is destroyed as soon
as the function returns.

Using webrtc::field_trial::InitFieldTrialFromString(char*) instead,
avoids the implicit casts (but the caller still needs to ensure that
the char* outlives the program). The validation previously done by
webrtc::test::InitFieldTrialsFromString can now be done by manually
calling webrtc::test::ValidateFieldTrialsStringOrDie(const std::string&).

Add system_wrappers:field_trial_default as a direct dependency to
various targets to allow including the field_trials_default.h header.

56fa050125 Improved accuracy of packet loss calculation in tests.
Test of packet loss used a simplified calculation of lost packets and
loss ratio. Changed the calculation to be more accurate. This protects
against triggering for future implementations with more precise
calculations.
