Move the AudioDecoder interface out of NetEq
It belongs with the codecs, next to the AudioEncoder interface.

Revert r7798 ("Move the AudioDecoder interface out of NetEq")
Apparently, it caused all sorts of problems I don't have time to
straighten out right now.
