The C++ part of the test uses CallTest to set up an audio-only call. It reads an audio file, plays it through a FakeAudioDevice which transfers data through a FakeNetworkPipe for another FakeAudioDevice to receive it and write it to a file. Information about these files is printed to stdout.
The test cases are meant to try different network and audio configs (more are planned in the future).
The Python part of the test runs the C++ part and scans stdout for tests to perform, runs the pairs of files (original and degraded) through the PESQ tool to receive a score and writes that to perf dashboard.

New class ReceiveSideCongestionController, extracted from CongestionController, and responsible for the
OnReceivedPacket processing.
Rest of the CongestionController moved to a new class
SendSideCongestionController.
To avoid breaking applications, CongestionController is redefined
as a union of these two classes, with no intended change in behavior.
With one exception: CongestionController::SetBweBitrates used to call
remote_bitrate_estimator_.SetMinBitrate, but after remote_bitrate_estimator_ was moved to ReceiveSideCongestionController,
it no longer does this.

This moves some GN check configurations out of .gn to individual targets.
The now checked targets are:
"//webrtc/api/*",
"//webrtc/audio/*",
"//webrtc/modules/audio_coding/*",
Many targets were fixed by adding dependencies, but the ones that
requires more refactorings are left with the check_includes attribute
set to false instead.
Make //webrtc/test:test_support a public dep of //webrtc/test:test_main
to avoid having to add that to all users of it.

This CL is in preparation to move the AudioFrame into webrtc/api. The
AudioFrame is a POD type used for representing 10ms of audio. It
appears as a parameter and return value of interfaces being migrated
to webrtc/api, in particular AudioMixer.
Here, methods operator+=, operator>>=, Mute are
moved into a new target webrtc/audio/utility/audio_frame_operations,
and dependencies are changed to use
the new versions. The old AudioFrame methods are marked deprecated.
The audio frame utilities in webrtc/modules/utility:audio_frame_operations
are also moved to the new location.

This Cl is the first step of a 3-step process to trick the build system of a
webrtc dependency into not failing.
The second step will be to register this folder in the dependency
build system. It cannot be done first, because there must be a GN
dependency from some existing target to a target in the new folder.
The third step is to land https://codereview.webrtc.org/2424173003, in
which the webrtc/audio/utility is used.
When a new folder with a publicly visible header is added, the build
files of said build system must be manually updated to register the
new folder.

There's no longer any need to make the two arguments have the same
signedness, so we can remove a bunch of superfluous (and sometimes
dangerous) casts.
It turned out I also had to fix the safe_cmp functions to properly handle
