c8fa692ec4 Update includes for webrtc/{base => rtc_base} rename (1/3)
I used a command like this to update the paths:
perl -pi -e "s/webrtc\/base/webrtc\/rtc_base/g" `find webrtc/rtc_base -name "*.cc" -o -name "*.h"`

The only manual edit is to add an include of webrtc/rtc_base/checks.h in
webrtc/modules/audio_device/android/opensles_common.h, which likely
was needed due to changed include paths due to 'git cl format'.

4847ae6b51 Reland of Periodically update codec bit/frame rate settings.
Patch set 1 is a reland + trivial rebase.
Patch set >= 2 contains bug fixes.

6431e21da6 Fix bug in vie_encoder.cc which caused channel parameters not to be updated at regular intervals, as it was intended.
That however exposes a bunch of failed test, so this CL also fixed a few other things:
* FakeEncoder should trust the configured FPS value rather than guesstimating itself based on the realtime clock, so as not to completely undershoot targets in offline mode. Also, compensate for key-frame overshoots when outputting delta frames.
* FrameDropper should not assuming incoming frame rate is 0 if no frames have been seen.
* Fix a bunch of test cases that started failing because they were relying on the fake encoder undershooting.

69b332df83 Move logic for calculating needed bitrate overhead used by NACK and FEC to VideoSender.
This cl split the class MediaOptimization into two parts. One that deals with frame dropping and stats and one new class called ProtectionBitrateCalculator that deals with  calculating the needed FEC parameters and how much of the estimated network bitrate that can be used by an encoder

Note that the logic of how FEC and the needed bitrates is not changed.

This was never turned on, contains a lot of complexity and somehow
manages triggering a bug in a downstream project.

9d3ab61325 Lint fix for webrtc/modules/video_coding PART 2!
Trying to submit all changes at once proved impossible since there were

2557b86e76 modules/video_coding refactorings
The main purpose was the interface-> include rename, but other files
were also moved, eliminating the "main" dir.

To avoid breaking downstream, the "interface" directories were copied
into a new "video_coding/include" dir. The old headers got pragma
warnings added about deprecation (a very short deprecation since I plan
to remove them as soon downstream is updated).

Other files also moved:
video_coding/main/source -> video_coding
video_coding/main/test -> video_coding/test
