There were remnants of use in proxy_unittest.cc, instantiating an
HttpListenServer but not using it for anything.
Also trim down httpcommon.h, the only function still in use is
HttpAuthenticate.

* providing consistency and readability (that's what code guidelines are for)
* preventing noise with presubmit checks and git cl format
* building on the previous point: making it easier to automatically fix format issues
