5fe9510efb Move ownership of RTPSenderVideo one more level up, to RtpVideoSender
The idea is to let the RtpRtcp and RTPSender classes be responsible for
media-agnostic RTP transport, and move out the media-specific processing,
such as packetization and media-specific headers.

d1d0359895 Remove memsets of CodecSpecificInfo.
CodecSpecificInfo has a default constructor, so initializing by memset is not necessary and is in the way of adding non-trivial members.

fc52b912a3 Implicitly suppress //build/config/clang:find_bad_constructs.
Since there is no way to enable/disable these diagnostics at runtime,
this CL moves the suppression into the rtc_* templates in order to
remove the need to explicitly add the snippet of code needed to
suppress it (currently copy/pasted in 144 locations).

The diagnostic that causes the most problems is the one about "complex
class/struct explicit ctor/dtor" [1] because WebRTC doesn't find
it useful enough.

Other diagnostics are good (for example the one that warns about
using "virtual" instead of "override", but that will be covered by
this clang-tidy check [2]) while others are Chromium related so
they have never triggered.

493a650b1e Propagate base minimum delay from video jitter buffer to webrtc/api.
On api level two methods were added to api/media_stream_interface.cc on VideoSourceInterface,
GetLatency and SetLatency. Latency is measured in seconds, delay in milliseconds but both describes
the same concept.

418dd0b96a Stop using special RTT value for DelayBasedBwe.
There are two RTT values reported to GoogCC. They come from the same
source initially but one is calculated and smoothed in the video call stats.
However, there's not really any technical reasons why this value should
be received via the stats, this has just been maintained for legacy reasons.

Experiments shows no real difference between the modes, therefore the
stats-reported RTT is removed in this CL as a cleanup.

487c09bb73 Adds FakeNetworkPipeTest to rtc_unittests.
Also updating the tests so they pass. The previous target was not part
of the targets that runs on the try bots, so they started breaking
during a recent refactor. By adding it to the common target we'll avoid
regression like this in the future.

c39f462b2d Move RtcEventProbeClusterCreated to the network controller.
Originally RtcEventProbeClusterCreated was logged in bitrate prober. This means that anyone who was using GoogCcNetworkControl wasn't logging it, and the NetworkControl wasn't self-contained.
This changes moves the responsibility for logging ProbeClusterCreated to ProbeController (where the probe is created), it also moves the responsibility for assigning probe ids to the probe controller.

If the extension is negotiated, it will only be used if

464a5576ea Adds audio priority bitrate field trial parameter.
This replaces the functionality provided by
AudioPriorityBitrateAllocationStrategy, removing the need provide that
component via injection in all clients using audio bitrate priority.

836fee1e1a Calculate next process time in simulated network.
Currently there's an implicit requirement that users of
SimulatedNetwork should call it repeatedly, even if the return value
of NextDeliveryTimeUs is unset.

With this change, it will indicate that there might be a delivery in
5 ms at any time there are packets in queue. Which results in unchanged
behavior compared to current usage but allows new users to expect
robust behavior.

681de2036b Stop changing the requested max bitrate based on protection level.
With the current implementation, whenever we are toggling between
sending/not sending retransmissions, the BitrateAllocator will
toggle the total requested max bitrate that is signalled to the
probing mechanism. The result is that spurious probes are sent
mid-call, at |max_bitrate| and |2*max_bitrate|. This behaviour
is undesirable, and thus removed in this CL. Instead, whenever
the allocation limits actually change, we produce a single
set of probes at |max_bitrate| and |2*max_bitrate|.

This CL does not change how the BitrateAllocator hysteresis is
accounting for protection, since it does not relate to the
spurious probes.

05cf6be726 [clang-tidy] Apply performance-move-const-arg fixes.
This CL is a manual spin-off of [1], which tried to apply clang-tidy's
performance-move-const-arg [1] to the WebRTC codebase.

Since there are some wrong fixes to correct, this CL collects all the

c84f661b10 Stop using Googletest legacy APIs.
Googletest recently started replacing the term Test Case by Test Suite.
From now on, the preferred API is TestSuite*; the older TestCase* API
will be slowly deprecated.

This CL moves WebRTC to the new set of APIs.

Calculate packet exit times "just in time" rather than at send time.
This allows changing bandwidth with packets in the queue being reflected
correctly.

aa01f27667 Removes all const Clock*.
This prepares for making the Clock interface fully mutable.

Calls to the time functions in Clock can have side effects in some
circumstances. It's also questionable if it's a good idea to allow
repeated calls to a const method return different values without
any changed to the class instance.

8c8feb9d2b Moves packet overhead from network nodes to simulation.
This simplifies the design by making simulated network more self
sufficient. It also prepares for removing network node specific
configuration (The behavior implementation should be responsible
for handling any configuration.)

f5b216a1b7 Pass explicit frame dependency information to RtpPayloadParams
Prior to this CL, RtpPayloadParams had code that assumed
dependency patterns in VP8, in order to write that information
into the [Generic Frame Descriptor] RTP extension.

This CL starts moving that code out of RtpPayloadParams.
Upcoming CLs will migrate additional encoder-wrappers to
the new scheme, then remove the deprecated code.

1e27fec293 Negate flag name for prerender smoothing and update comments.
Further, strictly require VideoReceiveStream::Config::rendererer

0500b528a6 Reduce webrtc_perf_tests duration on buildbots
On buildbots WebRTC-QuickPerfTest field trial is set.
Ensure all FullStackTests don't overwrite this trial and use shorter
timeout in it's presence.

Also, reduce timeouts in the longest CallPerfTests.

d15687d612 Don't include packetization overhead in protection bitrate.
If we do, the bitrate allocator will assume there can be a lot a FEC
and other things and bumps the max probing bitrate by 2x.
This caused a bunch of perf tests to change in a non-obvious way.

ecb6897ade Adds repeating task class.
This CL adds a single class to manage the use case of having a task
that repeats itself by a fixed or variable interval. It replaces the
repeating task previously locally defined for rtp transport controller
send as well as the cancelable periodic task. Furthermore, it is
introduced where one off repeating tasks were created before.

It provides the currently used functionality of the cancelable periodic
task, but not some of the unused features, such as allowing cancellation
of tasks before they are started and cancellation of a task after the
owning task queue has been destroyed.

0acffb5b36 Expose jitterBufferEmittedCount in addition to the existing jitterBufferDelay for getStats().
NetEq currently only passes `jitterBufferDelay` to `getStats()`. We need its paired `jitterBufferEmittedCount` denominator stat for the calculations to be accurate.
