2178f700f6 Fix DetectNumberOfCores for 32-bit processes 
GetSystemInfo will not return more than 32 for dwNumberOfProcessors when
called from a 32-bit process. This means that Chrome lies to me whenever
I enable logging. Calling GetNativeSystemInfo allows Chrome to return up
to 64 as the processor count. GetNativeSystemInfo even runs on WindowsXP
if that matters.

With the fix applied in a Chromium repo the logging at startup now says:

[320:196:712/335.515:INFO:cpu_info.cc(50)] Available number of cores: 48

c3771cc4d3 Update includes for webrtc/{base => rtc_base} rename (2/3) 
I used a command like this to update the paths:
perl -pi -e "s/webrtc\/base/webrtc\/rtc_base/g" `find webrtc/rtc_base -name "*.cc" -o -name "*.h"`

efefda6062 Move SystemInfo to rtc_base_approved and delete unused code. 
This cl removes a lot of unused functionality in SystemInfo and reduces dependencies.
There's duplicate functionality in this class and WebRTC's CpuInfo class, so I'm consolidating the two implementations.
The CpuInfo interface will still exist since it's being used from Chrome to initialize the core count before the sandbox is engaged.
With this change, the SystemInfo class will get the benefit too of this initialization.
