Accumulate it in all places where frames can be dropped before they reach
the encoder.
Reset UpdateRect in VideoBroadcaster if frame the previous frame is dropped.
No accumulation is done here since it's supposed to be a brief occusion then
configuration have changed.

The overshoot detector uses a simple pacer model to determine an
estimate of how much the encoder is overusing the target bitrate.
This utilization factor can then be adjuster for when configuring the
actual target bitrate.
Spatial layers (simulcast streams) are adjusted separately.
Temporal layers are measured separately, but are combined into a single
utilization factor per spatial layer.

This deprecates the following methods in VideoEncoder:
virtual ScalingSettings GetScalingSettings() const;
virtual bool SupportsNativeHandle() const;
virtual const char* ImplementationName() const;
Though they are not marked RTC_DEPRECATED since we still want to call
them from within the default GetEncoderInfo() until downstream
projects have been updated.
Furthmore, implementation name is changed from const char* to
std:string, which prevents some lifetime issues with dynamic encoder
names, and CodecSpecificInfo.codec_name is removed in favor of getting
the implementation name via GetEncoderInfo().
This CL removes calls to these deprecated methods, follow-ups will also
remove implementations of the methods and replace them with new
GetEncoderInfo() substitutions.

Include dropped frames by the encoder in the frame drop percentage.
To react faster at low framerates:
- Use ExpFilter instead of MovingAverage to filter QP values.
- Reduce sampling interval while waiting for minimum number of needed frames (when not in fast rampup mode).
A separate slower ExpFilter is used for upscaling.

I updated some dependency enforcement rules to allow examples and pc

In balanced adaptation mode, a 1280x720 feed would only ever be reduced in
resolution twice, and would never have its framerate reduced (due to an
interaction with MinFps()).
This change removes the hard limits entirely, instead relying only on
kMinFramerateFps and VideoEncoder::ScalingSettings::min_pixels_per_frame.
Deleted SinkWantsFromOveruseDetector test because it duplicates other tests.
Fixed DoesntAdaptDownPastMinFramerate; it wasn't testing what it claimed to
because it wasn't updating the fake clock correctly, meaning FPS was detected as
0, meaning framerate adaptation was never triggered.

system_wrapper/Atomic32 has been deprecated (which is already just a
wrapper of std::atomic) in favor of platform-independent std::atomic
from C++11. This CL replaces all use of Atomic32 in video/
