c3771cc4d3 Update includes for webrtc/{base => rtc_base} rename (2/3)
I used a command like this to update the paths:
perl -pi -e "s/webrtc\/base/webrtc\/rtc_base/g" `find webrtc/rtc_base -name "*.cc" -o -name "*.h"`

dea7f4f46f Ignore aud and sei NALus when parsing bitstream.
We currently don't know how to parse these NALus and we don't need
any information from them anyway so we might as well skip parsing them
and not break.

156e3afa7f Optimize ParseRbsp method in H264 bitstream parser.
After profiling, sakal@ found that this method was taking very long,
and causing the bitstream parsing to take up to 1ms per frame. The
culprit proved to be rtc::Buffer::AppendData, which was called for
every byte and subsequently calls memcpy.

ab6996dc10 Enable QP parsing from CABAC bitstreams

f752bca4a5 Allow H264 bitstream parser to fail gracefully
This CL allows the H264 bitstream parser to abort and
report an error on invalid input rather than crashing, and it fixes
several crashes found when fuzzing.

cc6817e9ce Move current bitstream parser to more appropriate directory.
This CL groups together the code that has to do with parsing H264 bitstreams.
This code logically belongs together, and having it in the same directory not
only simplifies things from a project structure perspective, but also makes it
easier to refactor out common parts incrementally.
An added benefit is that this simplifies modular compilation, where for example
one would like a build of WebRTC without the H264 codec-specific parts.
