Update includes for webrtc/{base => rtc_base} rename (1/3)

I used a command like this to update the paths:
perl -pi -e "s/webrtc\/base/webrtc\/rtc_base/g" `find webrtc/rtc_base -name "*.cc" -o -name "*.h"`
The only manual edit is to add an include of webrtc/rtc_base/checks.h in
webrtc/modules/audio_device/android/opensles_common.h, which likely
was needed due to changed include paths due to 'git cl format'.

Wrap ScreenCapturer with ScreenCapturerDifferWrapper

This change is to add an DesktopCapturerOptions accurate_updated_region() with
default value as false to indicate whether a pixel-wise differentiation is
required. And ScreenCapturer::Create() function will wrap the implementation
with ScreenCapturerDifferWrapper.
Chromoting will use this option to filter out unchanged frames.

Implement a work around for Chrome full-screen tab switch on Mac.

Chrome creates a new window in full-screen and minimizes the old window when a tab is switched to full-screen.
We try to find the new window to continue capturing for window sharing.

capturers. It also allows to share X Window connection between multiple
