Add DesktopCaptureOptions to allow WGC capturer.
This changes add two new options to the DesktopCaptureOptions class so consumers can opt in to using the WGC capturer. The capturer is still behind the RTC_ENABLE_WIN_WGC build flag which is off by default, so these options will have no affect until that flag is enabled. Improve screen sharing with PipeWire on Wayland
Currently, sharing a screen or a window on Wayland opens unnecessary preview dialog on Chromium side, which is then followed by a similar dialog on xdg-desktop-portal side. The Chromium dialog is useless on Wayland, as it doesn't show anything. This is because Chromium doesn't have access to screen content as in case of X11 session. To fix this, we want to avoid showing the preview dialog in case we find that we run on Wayland and only pick a screen or a window from the dialog that comes from xdg-desktop-portal. This patch splits BaseCapturerPipeWire class, moving portal related code into XdgPortalBase, which does all the DBus communication and which is supposed to be reused by BaseCapturerPipeWire when the user confirms the dialog from xdg-desktop-portal. The XdgPortalBase is extended to support multiple calls at once, where each call is identified by Id. Relevant change on Chromium side will be in a different review. Explicitly set and use WEBRTC_USE_X11 instead of USE_X11.
USE_X11 is magically set by the toolchain. Let's tie this to whether X11 extensions is on or not. WEBRTC_USE_X11 is used in the audio device module so let's be consistent with that. Allow use of CroppingWindowCapturer via CreateWindowCapturer
Currently, apps using WebRTC for window capture only get the benefits of using CroppingWindowCapturer on Windows (described below) after changing calls to DesktopCapturer::CreateWindowCapturer to instead call CroppingWindowCapturer::CreateCapturer. This change adds a new flag to DesktopCaptureOptions to allow opting in to the faster capture-screen- and-crop path via the older & more discoverable API. Benefits of using CroppingWindowCapturer's capture-screen-and-crop path when possible: 1) It's significantly faster, up to ~36ms/frame (~160x) faster than the capture-window-contents path in my testing (more details are in the bug). This difference increased with the recent fix for https://crbug.com/webrtc/10734 . 2) It allows capture of menus & tooltips (plus dialogs if https://crbug.com/webrtc/10767 is fixed), partially mitigating https://crbug.com/980864 . Downsides of using it: 1) It may inadvertently capture occluding windows that aren't detected properly, e.g. some system UI: https://crbug.com/webrtc/10835 . 2) It may capture some neighboring regions when moving/resizing the captured window. The new flag is not enabled by default, so the default behavior is unchanged. This could perhaps be revisited after addressing https://crbug.com/webrtc/10835 . Currently, when users want to use the screen sharing and are using the Wayland display server (the default on Fedora distribution), then it doesn't work, because the WebRTC only includes the X11 implementation. This change adds the support by using the PipeWire multimedia server. The PipeWire implementation in WebRTC stays in screen-capturer-pipewire.c and is guarded by the rtc_use_pipewire build flag that is automatically enabled on Linux. More information are included in the relevant commit messages. Tested on the current Chromium master and Firefox. Reland "Export symbols needed by the Chromium component build (part 1)."

Reason for revert:
After discussing this problem with nisse@ and yvesg@, we decided to modify
how RTC_EXPORT works and avoid to depend on the macro COMPONENT_BUILD.
RTC_EXPORT will instead depend on a macro WEBRTC_COMPONENT_BUILD (which
can be set as a GN argument which defaults to false).
When all the symbols needed by Chromium will be marked with RTC_EXPORT we
will flip the GN arg in Chromium, setting to to `component_build` and from
that moment, Chromium will depend on a WebRTC shared library when
`component_build=true`.

Can use the given IOSurfaceRef to reach higher capture framerate on Mac
The given IOSurfaceRef was ignored until now. Wrap it into the new DesktopFrameIOSurface. The new DesktopFrameProvider object is there to manage them as it has to be done per display id. From initial measurement this speed-up the frame capture by 2. Disabled by default for now but it can be enabled by calling options.set_use_iosurface. This CL will allow to do some advanced tests.
