The "//rtc_base:rtc_base" build target has historically been one of the
biggest targets in the WebRTC build. Big targets are the main source of
circular dependencies and non-API types leakage.
This CL is a step forward into splitting "//rtc_base:rtc_base" into
smaller targets (as originally started in 2018).
The only non-automated changes are (like re-wiring the build system):
* The creation of //rtc_base/async_resolver.{h,cc} which allows to
break a circular dependency (is has been extracted from
//rtc_base/net_helpers.{h,cc}).
* The creation of //rtc_base/internal/default_socket_server.{h,cc} to
break another circular dependency.

In double checking that the conversion from dot-notation to hex was
done correctly for all OIDs, I found an extra character creeped in
somehow. This would cause missing certificate stats for certificates
with that algorithm.

Add a timestamp for last data sent in Connection.
Move calling of rtc::TimeMillis() to Connection and remove it from RateTracker::AddSamples.
This timestamp will be used to further improve fail over logic.

the default list of built-in certificates can be removed; the code
dealing with them still depends on the X509 API.

Setting the option after calling connect but before the socket is
connected fails in some circumstances on Windows, while setting it
before connecting always succeeds. That's what Chrome is doing;
TCPClientSocket::OpenSocket calls SetDefaultOptionsForClient (which
sets TCP_NODELAY) right after opening the socket.
Also, start logging errors, and storing last error when setsockopt
fails.

This patch fixes a bug where old candidates was
generated if doing GATHER_CONTINUALLY.
The problem was that the old port allocator session
was never stopped, and when the new sessio is created
it will attach to the network that will signal OnNetworkChanged().
The patch adds explicit stop of old sessions.
The problem was not possible to trigger using fake_network
as this "incorrectly" called SignalNetworkChanged directly
rather than after a Thread->Post() like network.cc does it.

This change moves ScopedComInitializer out of core_audio_utility and
into rtc_base/win so it can be reused elsewhere more easily.
It also adds HSTRING and GetActivationFactory functionality to
rtc_base/win. These two were heavily based on what is already present
base/win.
All of these are necessary for the new window capturer based on the
Windows.Graphics.Capture API. You can see how these APIs will be

This changes the default behavior to use pacing factor of 1.1x instead
of 2.5x, it also sets libvpx rate controler as trusted, turns on the
encoder pushback mechanism and sets spatial hysteresis to 1.2.
The unused "dynamic rate" settings in libvpx is removed.
The new settings matches what has been used in chromium since 2019.
If needed, the legacy behavior can be enabled using the field trial
WebRTC-VideoRateControl.
