704a834f68 Reland "Fix bug where we assume new m= sections will always be bundled."
This is a reland of d2b885fd91909f1b17fb11292a8c989d5d883b22, after
making sure transports that are just being kept alive in case of
rollback don't contribute to connection state, which broke a WPT.

7750d802a5 Rename rtc_base/ssl_stream_adapter.h constants.
Uppercase constants are more likely to conflict with macros (for
example rtc::SRTP_AES128_CM_SHA1_80 and OpenSSL SRTP_AES128_CM_SHA1_80).

This CL renames some constants and follows the C++ style guide.

7a2db8acbe Modify Bundle logic to not add & destroy extra transport at add-track
If a bundle is established, then per JSEP, the offerer is required to
include the new track in the bundle, and per BUNDLE, the answerer has
to either accept the track as part of the bundle or reject the track;
it cannot move it out of the group. So we will never need the transport.

4ccdf932e1 VideoRtpReceiver & AudioRtpReceiver threading fixes.
For implementations where the signaling and worker threads are not
the same thread, this significantly cuts down on Thread::Invoke()s that
would block the signaling thread while waiting for the worker thread.

For Audio and Video Rtp receivers, the following methods now do not
block the signaling thread:
* GetParameters
* SetJitterBufferMinimumDelay
* GetSources
* SetFrameDecryptor / GetFrameDecryptor
* SetDepacketizerToDecoderFrameTransformer

Importantly this change also makes the track() accessor accessible
directly from the application thread (bypassing the proxy) since
for receiver objects, the track object is const.

Other changes:

* Remove RefCountedObject inheritance, use make_ref_counted instead.
* Every member variable in the rtp receiver classes is now RTC_GUARDED
* Stop() now fully clears up worker thread state, and Stop() is
  consistently called before destruction. This means that there's one
  thread hop instead of at least 4 before (sometimes more), per receiver.
* OnChanged triggered volume for audio tracks is done asynchronously.
* Deleted most of the JitterBufferDelay implementation. Turns out that
  it was largely unnecessary overhead and complexity.

It seems that these two classes are copy/pasted to a large extent
so further refactoring would be good in the future, as to not have to
fix each issue twice.

d95b149141 datachannel: Merge SendDataParams and DMT types with webrtc equivalent
cricket::SendDataParams is replaced by webrtc::SendDataParams.
cricket::DataMessageType is replaced by webrtc::DataMessageType.
The sid member from cricket::SendDataParams is now passed as an argument
to functions that used one when necessary.

f33f7a2ada Deprecate PeerConnectionFactory::CreatePeerConnection
Applications should use CreatePeerConnectionOrError instead.

Moved fallback implementations of CreatePeerConnection into the
api/peer_connection_interface.h file, so that we do not have to
declare these methods in the proxy.

c9625f09de Make MediaChannel classes aware of the network thread.
This CL mostly adds plumbing to get awareness of the network thread
to the media channel classes. Currently this pointer is only used
to DCHECK that `SetInterface` for the `NetworkInterface` pointer, is
called on the network thread. Follow up changes will establish that
most of the methods are called on the network thread and the mutex
in the MediaChannel base class, can be removed.

Most of the changes in the CL are in channel_unittest.cc. They're mostly
around updating the tests to incorporate the network thread in ways
that reflect how the classes are used in production. Another change is
to use accessor methods for the media channel instances instead of
caching potentially dangling pointers.

cc7a36818f Move header negotiation state to transceivers.
The channel classes have stored the negotiated headers but a more
natural place to store them is in the RtpTransceiver class where
RtpHeaderExtension state is managed as well as the implementation of
the only method that depends on the stored state,
HeaderExtensionsNegotiated().

Also adding a TODO for further improvements where we're unnecessarily
storing state in the channel classes for the purposes of the transports.

99c8a80b8e Change the first-packet-received notification in Channel.
This changes the notification to a single std::function pointer
instead of being a sigslot::signal1<> collection.

Summary:

* Remove SignalFirstPacketReceived_, the last sigslot member variable.
  (still inherits from sigslot::has_slots<>)
* BaseChannel doesn't post to the signaling thread anymore. The only
  reason that remains for the signaling_thread_ variable, is for
  thread checking.
* Remove BaseChannel's reliance on MessageHandlerAutoCleanup
  (still inherits from MessageHandler)

RtpTransceiver is the consumer of this event. That class is also the
class that sits between the PC classes and the channel object, holding
a pointer to the channel and managing calls that come in on the
signaling thread, such as SetChannel. The responsibility of delivering
the first packet received on the signaling thread is now with
RtpTransceiver:

* RtpTransceiver always requires a ChannelManager instance. Previously
  this variable was sometimes set, but it's now required.
* Updated tests in rtp_transceiver_unittest.cc to include a
  ChannelManager as well as fix them to include call expectations for
  mock sender and receivers.

87f7090fd9 Replace more instances of rtc::RefCountedObject with make_ref_counted.
This is essentially replacing `new rtc::RefCountedObject` with
`rtc::make_ref_counted` in many files. In a couple of places I
made minor tweaks to make things compile such as adding parenthesis
when they were missing.

1959f8fedc Make ChannelInterface::Enabled() be async.
* Changing return value from bool to void since the operation as async
  effects anyway.
* Removing the `enabled()` accessor due to potential threading issues
  and potential TOCTOU issues. It was only used in one place anyway.
* Applying thread restrictions to member variables.

88f4b33196 usrsctp: Support sending and receiving empty messages
Add new PPIDs 56 and 57. When sending an empty message,
we use the corresponding PPID with a single byte data chunk.
On the receiving side, when detecting such a PPID, we just
ignore the payload content.

bfd9ba8802 Fix unsafe variable access in RTCStatsCollector
With this change, all production callers of BaseChannel::transport_name()
will be making the call from the right thread and we can safely delegate
the call to the transport itself. Some tests still need to be updated.
This facilitates the main goal of not needing synchronization inside
of the channel classes, being able to apply thread checks and eventually
remove thread hops from the channel classes.

A downside of this particular change is that a blocking call to the
network thread from the signaling thread inside of RTCStatsCollector
needs to be done. This is done once though and fixes a race.

2efb8a5ec6 Invalidate weak pointers in SdpOfferAnswerHandler::Close().
This stops pending internal callbacks from performing unnecessary
operations when closed.

Also update tests pc tests to call Close().
This will allow PeerConnection to be able to expect the
normal path to be that IsClosed() be true in the dtor
once all 'normal' paths do that

d0acbd8645 Revert "Do all BaseChannel operations within a single Thread::Invoke."
This reverts commit c1ad1ff178f0d0dfcde42843c51ae703005aaca1.

Reason for revert: This blocks the worker thread for a longer 
contiguous period of time which can lead to delays in processing
packets. And due to other recent changes, the need to speed up
SetLocalDescription/SetRemoteDescription is reduced.

Still plan to reland some of the changes from the CL, just not the 
part that groups the Invokes.

5932fe1392 RtpTransceiverInterface: introduce HeaderExtensionsNegotiated.
This changes adds exposure of a new transceiver method for
accessing header extensions that have been negotiated, following
spec details in https://w3c.github.io/webrtc-extensions/#rtcrtptransceiver-interface.

The change contains unit tests testing the functionality.

Note: support for signalling directionality of header extensions
in the SDP isn't implemented yet.

165c618bb9 Reland: Use CRYPTO_BUFFER APIs instead of X509 when building with BoringSSL.
Using CRYPTO_BUFFERs instead of legacy X509 objects offers memory and
security gains, and will provide binary size improvements as well once
the default list of built-in certificates can be removed; the code
dealing with them still depends on the X509 API.

Implemented by splitting openssl_identity and openssl_certificate
into BoringSSL and vanilla OpenSSL implementations.

d3ef499418 Enable payload type based demuxing with multiple tracks when applicable.
This fixes regressions caused by:

... which disabled payload type demuxing when multiple video tracks are
present, to avoid one channel creating a default track intended for
another channel.

However, this isn't an issue when not bundling, as each track will be
delivered on separate transport.

And it's also not an issue when each track uses a distinct set of
payload types (e.g., VP8 is mapped to PT 96 in one m= section, and PT 97
in another).

This CL addresses both of those cases; PT demuxing is only disabled
when two bundled m= sections have overlapping payload types.

6b4d962947 Fix standard GetStats to not modify NetEq state.
Add a get_and_clear_legacy_stats flag to AudioReceiveStream::GetStats,
to distinguish calls from standard GetStats and legacy GetStats.

Add const method NetEq::CurrentNetworkStatistics to get current
values of stateless NetEq stats. Standard GetStats will then call this
method instead of NetEq::NetworkStatistics.

abdb470d00 Make MessageHandler cleanup optional.
As documented in webrtc:11908 this cleanup is fairly invasive and
when a part of a frequently executed code path, can be quite costly
in terms of performance overhead. This is currently the case with
synchronous calls between threads (Thread) as well with our proxy
api classes.

With this CL, all code in WebRTC should now either be using MessageHandlerAutoCleanup
or calling MessageHandler(false) explicitly.

Next steps will be to update external code to either depend on the
AutoCleanup variant, or call MessageHandler(false).

Changing the proxy classes to use TaskQueue set of concepts instead of
MessageHandler. This avoids the perf overhead related to the cleanup
above as well as incompatibility with the thread policy checks in
Thread that some current external users of the proxies would otherwise
run into (if we were to use Thread::Send() for synchronous call).

Following this we'll move the cleanup step into the AutoCleanup class
and an RTC_DCHECK that all calls to the MessageHandler are setting
the flag to false, before eventually removing the flag and make
MessageHandler pure virtual.

2bca008914 Reland "Make cricket::SctpTransportInternalFactory injectable through PeerConnectionFactory Deps"
This is to allow testing without using the singleton sctp library.
cricket::SctpTransportInternalFactory is renamed to webrtc::SctpTransportFactoryInterface and moved to the API folder to follow the API structure.
Tests can use test/pc/sctp/fake_sctp_transport.h to inject a faked data channel implementation.

patch 1 contain the original cl.

4c0a381137 Make cricket::SctpTransportInternalFactory injectable through PeerConnectionFactory Deps
This is to allow testing without using the singleton sctp library. 
cricket::SctpTransportInternalFactory is renamed to webrtc::SctpTransportFactoryInterface and moved to the API folder to follow the API structure.
Tests can use test/pc/sctp/fake_sctp_transport.h to inject a faked data channel implementation.

e574a31c50 [Perfect Negotiation] Fire onnegotiationneeded when chain is empty.
This CL generates "negotiationneeded" events if negotiation is needed
when the Operations Chain becomes empty. This is only implemented in
Unified Plan to avoid Plan B regressions (the event is pretty useless
in Plan B as it fires repeatedly).

In order to implement the spec-compliant behavior of only firing the
event when the chain is empty, this CL introduces
PeerConnectionObserver::OnNegotiationNeededEvent() and
PeerConnectionInterface::ShouldFireNegotiationNeededEvent() to allow
validating the event before firing it. This is needed because the event
must not be fired until a task has been posted and subsequently chained
operations could invalidate it in the meantime.

Test coverage is added for both legacy and modern "negotiationneeded"
events.

One fix that makes Web Platform Tests pass in debug mode is applied.
